2013 OLYMPIC DAY: GOV DICKSON STRESSES NEED FOR FUNCTIONAL SPORTS FACILITIES IN SCHOOLS 

The Bayelsa State Governor, Hon. Seriake Dickson has stressed the need to encourage youths at the grass root level through the provision of functional sporting facilities and equipment at both primary and secondary schools in the state. Governor Dickson also urged the youths to participate actively and take keen interest in sports as a way of promoting healthy living as well as a source of youth empowerment. 

Represented by the Deputy Governor, Retired Rear Admiral Gboribiogha John Jonah, Governor Dickson stated this at the 2013 Olympic Day Celebration, which had earlier featured 10, 5 and 2 kilometre races along the Chief Melford Okilo highway between Opolo junction and the Samson Siasia Stadium in the State Capital. 

The Governor called on individuals and corporate bodies to assist government in developing sports to place Bayelsa at the apex of the sporting arena at national and international levels According to him, the establishment of the senatorial sports stadia by the present administration was to revive sports at the local government level and help address problems such as unemployment and youths restiveness. Governor Dickson, who observed that the state ought to have comparative advantage in swimming considering its riverine nature, decried the inability of the state to produce world class athletes in that area. 

Speaking at the event, the Commissioner of Sports Development, Chief Mitema Obodor, commended Governor Dickson for consistently demonstrating its commitment to sports development especially his approval of the establishment of local government sports committees, which among others is to sensitize the people at the grass root level on the need to encourage and participate regularly in sporting activities. 

Commenting on the U-17 Youth Games scheduled for Abuja later in the year, the Commissioner said preparations by the state contingent are in top gear and expressed optimism that with the support of the government, the athletes would make the state proud. In his remarks, President of the International Olympic Committee, Jacques Rogge, said the Olympic Day Celebration was a day set aside to bring the value of sports to sensitize people on sports all over the world as regards youth development and empowerment. 

Represented by Mrs. Deborah Chidiobi, Mr. Rogge noted that Nigeria is recognized as one of the sporting nations of the world. Highpoint of the event was the presentation of certificates to Governor Seriake Dickson, the deputy Governor, Retired Rear Admiral Gboribiogha John Jonah, Speaker of the State House of Assembly and former Deputy Governor, Mr. Peremobowei Ebebi as well as presentation of a cash award of N50,000 to the Commissioner of Transport, Mrs. Marie Ebikake by the Ministry of Sports for starting and finishing the 10 kilometre section of the race.  The theme of this year’s celebration was, “Fitness For Life.”

Surely Bayelsans Will Smile Again

"I am in a hurry to see this place become the Dubai of Africa, and that is why we are working so hard. Very soon, you will see us unfold our tourism city masterplan. And very soon you too will see tourists and investors rushing into Bayelsa as they are already doing now. You will agree with me that we  need companies and industries to come in and employ our numerous graduates. That also explains why we are making the kind of investment to build the needed capacity in our youths.

You have seen improvement in security.You asked why Julius Berger and all these companies, It’s not just Berger. All major construction companies in Nigeria have a presence here. A lot more are even coming, I have also succeeded within this short period to create an enabling, secure environment. We need to sustain that and do more, because investors will only come in if our state is secured.

 I therefore enjoin all Bayelsans, to cooperate with your Government, don't be part of anything that will portray Bayelsa in a bad way, report all suspicious activities to the state security outfit and always put us in your prayers. "-

NIGERIA MATERNAL MORTALITY RATE DROPS BY 30% IN 4 YEARS ....PRESIDENT JONATHAN 

President Goodluck Jonathan says the nation’s maternal mortality rate has dropped by 30% in the last four years. Also, commenting on the achievements of the Millennium Development Goals (MDGs), the Bayelsa State Governor, Hon. Seriake Dickson expressed his readiness to collaborate with the Federal Government and its Agencies, noting that arrangement has been concluded to sign the Bayelsa State Health Insurance Scheme Bill already passed by the State House of Assembly into law. 

Speaking at the official commissioning of a 40-bed Comprehensive Cottage Hospital in Otuoke, Ogbia local government area of Bayelsa state on Friday, the President put the nation’s current maternal mortality rate at 350 as against 500 deaths per one hundred thousand women recorded in 2008. He added that the present administration would not relent in its efforts at attaining the MDGs target of 250 per one hundred thousand women by 2015.

 Restating his commitment to the Millennium Development Goals, (MDGs), especially in the Health sector, the President said all hands would be on deck at ensuring that the nation achieves its MDGs objectives in all the sectors by 2015. “I recall that the construction of this model hospital began in 2006 as an initiative of the Bayelsa state government, but it was later taken over by the Millennium Development Goals office in collaboration with the Bayelsa State Government. It is most gratifying to come and witness not only its completion but its formal commissioning today. All this have been made possible by the hard work, diligence and perseverance of all the stakeholders. 

Nigeria, a great country is faced with a number of developmental challenges, which we have tried to confront since inception of this administration two years ago. We embarked on reforms of several sectors of our national economy with a single-minded commitment and determination. I am glad to declare that we are making significant progress in all sectors, as it’s evident for all to see.

The health sector as you are all aware is a cardinal priority of our transformation agenda. Attainment of the universal health coverage as well as provision of comprehensive health care for all our citizens is a goal we have set for ourselves”. “Today’s commissioning event, therefore, not only underscores this commitment, it also represents yet another milestone in our drives towards actualizing the health related components of the MDGs. This model Cottage Hospital is well equipped with 40 beds facility with a well equipped laboratory, surgical theatre, Emergency and casualty ward, two blocks of staff quarters, administrative block and a morgue. “I welcome the collaboration between the Bayelsa State government and the Federal government which has made today’s event a reality. I urge the government and the people of the state to consolidate this collaboration. “Let me use this unique opportunity to tell Nigerians that as a government we are working extremely hard to meet up our Millennium Development Goals. As at 2008, we had 500 deaths of every one hundred thousand women that give birth to children.

As at now we have reduced that to 350. The target for the Millennium Development Goals is 250 and God willing before the end of 2015, we will get that.   While urging the state government to take ownership of the health facility to ensure sustainability of the project, President Jonathan admonished that government would not site projects in communities where such properties are not guarded and protected by the people. Corroborating the views of the President, Governor Dickson described the hospital project as a product of the collaboration between the Federal and State governments. He said his administration is currently building five referral hospitals as well as General hospitals in all the local governments in addition to several health centres to boost healthcare delivery in the state. 

His words, as you have been earlier informed, this is the product of the collaboration between Federal and state governments. And that is the way it should be, because we cannot be in competition. We complement the Federal government. The facilities here are excellent. I have received briefings that the facilities installed here are second to none. We are very grateful to you, (Mr. President)’

 In his remarks, the Minister of Health, Professor Onyebuchi Chukwu said land would be acquired to build a School of Midwifery to complement the efforts toward achieving the MDGs. In her welcome address, the Senior Special Assistant to the President on MDGs, Dr. Precious Gbeneol said, the health facility was funded under the Conditional Grant Scheme of the MDGs and is well equipped to serve the health needs of the people.

Special Interview With Gov. Henry Serial Dickson

Bayelsa State governor, Honourable Henry Seriake Dickson, recently hosted select newsmen to an interview  where  he enumerated the developmental strides in the state. He also spoke on other issues. Taiwo Adisa brings the excerpts:

Question: IN recent times, you have been quoted as saying that your government is spending so much on road construction. Is it the focal point of your administration?

Gov Dickson:
There is construction everywhere because that is what I promised the people of the state and that is what they deserve. We are preparing our state for industrialisation. We are preparing our state to be a foremost tourism and investment haven. We are preparing our state to join the league of developed states.
I am in a hurry to see development. When I started, a lot of people said “where is he going to get the money to do all these; his dreams are too big; too big for this state; too big for four years; even too big for eight years.’’ But they didn’t know what I know about myself, which is that I raise the bar all the time. I try my best in all the responsibilities that I have been privileged to handle. I try to make a success, however modest it is, and this will be no exception. I am in a hurry to see this place become the Dubai of Africa, and this is no joke. Very soon, you will see tourism unfold; very soon you will see people rushing into Bayelsa as they already doing now. You have seen improvement in security.You asked why Julius Berger and all these companies. It’s not just Berger. All major construction companies in Nigeria have a presence here. A lot more are even coming, because the whole state is about construction.I have also succeeded within this short period to create an enabling, secure environment.
The honourable Commissioner for Works, who is a committed, selfless young man, understands the vision and he is effectively supervising and leading the charge. Let me add this. Bayelsa was the least developed part of old Rivers State. So, when we came here, we just saw ourselves living in an abandoned forest, an abandoned swamp with all its challenges, the difficulty of our terrains and then the challenges of under-development of the people themselves.That brought a lot of negative consequences - rise in militancy, high level of illiteracy and low level of unemployment and employability and all that. So, we are tackling all these.
But the key to it is to open up the state and that answers the question “why road, road, road?’’ We’ve got to open up the state because a place that is inaccessible is a forgotten place. Nigeria forgot this part of the country. This underdevelopment predated Nigeria’s independence and that was why our leaders and chiefs at the time before Nigeria’s independence was agreed upon requested for a conference and the colonial masters listened and summoned the Willink Commission. That was how the Willink Commission came into being. It came into being to study the complaints of the minorities of the Niger Delta, who felt that their terrain was very difficult and the majority groups in an independent Nigeria would not take care of them, develop them or even understand their challenges and the British government saw reasons and convened the Willink Commission. That was how they now granted special status to these areas. That was the beginning of the developments Basins - Niger Delta Development Basins and all of that.
So, this is a very special area. The terrain is so difficult. What I spend on one kilometre of road here, as you have seen, you can use it to construct 20 kilometres in other places. So, imagine me doing what I am doing on a dry land, you would have seen that even the 14 months that I have been here would have been something else. But here you’ve got to first  excavate up to eight feet, in some places even more, and here that’s why I’m selecting first class construction companies. Whatever I put in place here, I will like it to stand the test of time.

Question:What are you doing about human capital development?

Gov.Dickson:
The challenge of human capacity building, in fact, is the most important that I need to confront. Part of the consequences of under-development of this area is that the Human Development Index is very low. No good schools; I know that the standard of education, generally, has fallen in this country. But here, it is something else.
Everywhere, the standard is always higher in urban areas than it is in the rural areas. So, for a state that is completely rural, a state that is inaccessible, you can imagine what is going on. I noticed that to prepare for tomorrow, you’ve got to invest in the human mind today and that is why we are investing so much in education. You must have been told about our declaration of free education for primary and secondary schools.
A newspaper comment, I think in This Day, last week, said beyond my declaration of emergency (on Education), not much appears to have been done. I know that whoever wrote that didn’t have the facts. In one year, we have built 400 schools; 400 teachers’ quarters. I’m not aware of any other government building teachers’ quarters.At the secondary school level, we are constructing modern secondary schools with modern facilities. 
The key is to have boarding re-introduced. Most of us passed through boarding schools and they taught us a lot of things, not just academics. So, the key for us in this state is once this boarding schools that we are constructing are finished--- and we hope to finish a number of them by September---secondary education in this state, generally, will be boarding and the state will take responsibility for their (the students’) feeding and maintenance.
In other words, once a child gets into secondary school, the boarding school, the parents will pay little or nothing. So, the state has to intervene in a revolutionary manner on that. We are building eight model schools – one in each local government headquarters which will have a capacity for 1,200 students. But now, we are decentralising it also. Every state has constituencies, so we also have constituency boarding secondary schools.
We are building 26 constituency secondary schools.We have 24 constituencies but there are some areas which are highly populated and we have challenges of illiteracy, so I’m putting more there, Southern Ijaw precisely. In all the 26 of them, construction is going on and most of them are at roofing stage.
Also, in the area of scholarship awards, in one year, we have given over a 100 PhD scholarships within this country and outside; over 250 to 300 Masters degree scholarships; over 400 undergraduate scholarships; even selected 250 pupils from primary schools. As we speak, they are in top boarding schools in this country – Nigerian-Turkish, Bell, Loyola, all over. They are indigent students who are bright.The programme was started by the President (Goodluck Jonathan) while he was governor, but my predecessor (Timipre Silva) stopped it. So, for some five years, the programme was cut off. The ones that the president started with about 100 of them, I think, they passed out last year. So, we are now starting the programme again and a number of them  have been sent out on scholarships.
We got support from the Amnesty Office because they do a lot of training.In this state since I became governor, no student has paid for for WASCE, NECO or UTME. It’s free. You just need to indicate that you are set to take WASCE, NECO or UTME and the government pays.  We supply text books, notebooks, even writing pens, school bags and uniforms.
I just directed the Finance Commissioner to release N5 million to every local government area and N10 million to the two largest councils – Yenagoa and Southern Ijaw – for the chairman and the committees to now buy more school uniforms for them. Why we are doing this is because in vain do we build roads and bridges if we do not develop human beings. 

Question:  What is your reaction to the Nigeria Governors Forum (NGF) crisis?

Gov. Dickson
Quite frankly, there is no governor who would say he is not touched or he is not sad by the development in the NGF. We are as outraged and saddened as any other Nigerian. It could have been handled better. I think that governors are responsible people, not irresponsible people as the outcome may have suggested.
We are putting our heads together, consulting across divides and very soon, with the feelers that I have, the misunderstanding will be resolved and NGF will be back. But the NGF that will be back, I’m sure, is an NGF that would have learnt its lessons; an NGF that would have learnt to stick to the founding principles of that organisation, which is a peer review mechanism, not a trade union, not a platform for personal political aggrandisement, not a platform for playing partisan politics.
These are the guiding principles of the NGF. We are there actually to compare notes and also to be a platform for collaboration. It is a bipartisan or multi-partisan organisation that enables us to focus on what is the best, how we can deepen democracy and collaborate with the Federal Government on the challenges of development,  national security and so on.Well, the problem didn’t start now. PDP governors, who became chairman of the forum over the years, turned it to be a campaign platform – a platform for occupying national political space, a platform, when necessary, for promoting personal ambition, a platform also for promoting the ambitions of others.
It didn’t start now, it didn’t start with Governor Rotimi Amaechi: even before him, that was the tradition.  So, there was the urge of the Chairman of NGF to want to become the President or Vice-President. Once an organisation of equals, a voluntary organisation of equals, starts on that note, things could fall apart and the centre may not be strong enough to hold. I think that was what happened basically.

Question:What about this insinuation that some governors are pushing for a neutral candidate that will just emerge as the NGF chairman? 

Gov. Dickson
I’m not aware of that. The nature of the resolution, I don’t know. What I just know is that we are working together to ensure that we do things right. It’s just a body of equals, 36 governors. Quite frankly, for some of us, even if you dash me chairman of NGF, I won’t take because its additional wahala and additional stress. It is basically additional responsibility.
The responsibilities we have in our states are enough challenges. Quite frankly, that is why I think the whole thing was blown out of proportion because some people wanted to use it to achieve other ends, other ulterior motives, even when there was no need for it. In the United States, people don’t even know who the chairman of the American Governor’s Forum is, because it’s not important. The chairman is just there to preside over the meetings of equals. It doesn’t make him a super governor. But you know everything Nigerian, people want to distort and then make something out of nothing. There is nobody who has become president or vice-president through the NGF. You don’t need NGF to discuss  with your party.
If you want to become anything, you set up your campaign platform and you battle for the ticket of your party and you talk to Nigerians. You don’t need an NGF. But I think there is this unfortunate misconception of NGF as a platform that could be used for the national political space. I think heavy investment was also made to project it that way. For me, it’s nothing I am even prepared to accept right now because the challenges of governing your state is serious enough. As governors, the mandate we have is to govern our states.

Question:Can you shed light on the Safe City and Safe State project?

Gov Dickson
We want to provide fool-proof security as much as it is humanly possible and we are calling in technology because that is the trend all over the world. You saw what happened in Boston, USA. You can’t prevent all crimes. The important thing is that the one you cannot prevent, you should be able to apprehend and punish the offenders as quickly as possible. I want our law enforcement agencies to have that kind of capacity in Yenogoa. This is what we should have in all our cities, really. But over the years, just as we have abandoned investment in education and then we allowed the  generation to grow up without values, without morals, without knowledge all over the country – and it’s hunting us now. We didn’t invest in security. So, we are reversing that trend. We want people to troop to Yenagoa, feel safe here, do business and live here. I hope that by the time the new Yenagoa City project is launched about November or December, the new Yenagoa City will be like Dubai.When you come to that new Yenagoa City, you won’t believe you are in Nigeria.
Already, we have started that process – the polo club has started; the five-star hotel. As a matter of fact, it’s a six-star hotel which will be completed by September or October. We are even building a chapel there for those who want to marry to come and do their honeymoon in Yenagoa, in a safe city, in a safe state.
There will be bars, there will be casinos and everything you can find everywhere in the world. It will be one-stop leisure relaxation centre. With several plots of land that will be available, we will tell other Nigerians and other people to come and invest and live here.  There will be shopping malls, so Yenagoa is being programmed for prosperity, for security and for development.

Question:How much progress have you been able to make in the area of agriculture?

Gov.Dickson
Yes, agriculture is one major area we are looking at. We are actually doing a lot. But last year, our agricultural investments were stalled because of the flood. This year, we’ve done, for example, 40 hectares of seed multiplication because of the big farm that we want to do. But then, the flood projection is a source of concern.
My commissioner has advised that we should put all the contracts we have awarded in that area on hold until after the flood because if we do anything now, the flood can wipe it out. All the things we did last year, flood destroyed everything – the rice, all the cassava investments. Not just the ones owned by the public, it also affected the private ones, including my own fish farm. I was very sad when he brought the advice, but I knew that what he was saying was the right thing.  There is no point going to create massive areas, plant seedlings, only for the flood to wipe everything. Agriculture is one major area we are looking at, as a matter of fact, to diversify our economy. This has made us to look into two areas – tourism and agriculture.  We don’t want to be number 1 in oil and gas alone. We want to be number one in rice production, in fishery and other areas we have comparative advantage.  Right now, we have sent 500 youths for specialised training in agriculture in Cotonou.  The whole idea is for them to be trained and come back and run the farms we want to establish but, like I said, the flood issue is troubling and this is because the whole state is below sea level.  All major rivers run through this state to the Atlantic Ocean. 

Question: What is your government going to do about the 500-bed hospital that is enmeshed in controversy?

Gov. Dickson
We are not abandoning that project . I don’t know of controversies but issues on the hospital are not insurmountable. They are not things that cannot be resolved; they are not serious issues. If you went there, you would have seen the diagnostic centre that is coming up there.The whole idea is that when that centre is finished, then we will begin to fix the development of that hospital. The hospital was conceived without due regard to available manpower that will run it and so many other fundamental issues involved.  So, we are working with the private sector.
That is not a hospital that can be run by any state government. We are looking for people – major firms, major medical firms. A lot of them have shown interest because of improved image of the state. They have come from India, from South Africa, Dubai and England to come and look at it. We are looking at their proposals. We want to outsource that place for them to use and with the diagnostic centre we are building, to complement it. That place will become a centre for medical excellence. So, it is not abandoned at all. Very soon, you will see major developments but I don’t want to put further government resources there. I want the private sector to come in and drive that project and the private sector is responding positively.
We will work with them to bring it to completion. 

 Question:What informed the drug mart project that the state recently decided to partner r Minister of Information and also former Director General of NAFDAC, Prof. Dora Akunyili ?

Gov. Dickson
In health sector we are doing so much. If you going to every local government, we are building standard hospitals. Some days ago, former Minister of Information and former Director General of NAFDAC, Prof. Dora Akunyili was here to collaborate with us to build the first ever pharmaceutical storage facilities that will be handed over to drug manufacturing firms for them to store their original drugs. We want to phase out this syndrome of fake drugs in this state and also support that process in this country. This is to ensure that any drug here is original because all the manufacturers will have their own storage facility and man it. Then all retail traders will now buy from them. They won’t sell retails in this market, they will sell wholesale. Only drugs from the market will only be allowed in our medical facilities.
  That place will also have a laboratory so that from time to time we will be testing fake drugs, substandard and expired drugs. It is a major facility, which when completed by the end of this year, hopefully, will go a long way to address this issue, not just in Bayelsa but at least in the South-South. I talked about the modern diagnostic centre.
When we finish it, a lot of Nigeria will not need to travel out of the country for diagnosis. Our doctors in this country are quite good but they first need to find out what is wrong before they can treat effectively. We want to put up all the facilities there so that people will not need to travel to India or the US and we are backing it up with health insurance, which I will soon sign into law. Once you subscribe to it, you will not need to pay anything when you are sick. So you will do your diagnosis at the diagnostic centre and the doctors will treat you and will be paid for by the insurance fund. We will start with those in the public service and even those outside the public service can contribute can be part of it.

 The Court presided over by Justice Lambo Akanbi on Wednesday dismissed a suit filed against the Independent National Electoral Commission, (INEC) challenging the candidacy of Governor Seriake Dickson as the flagbearer of the ruling Peoples Democratic Party, (PDP) for the 2012 governorship election in the State. 

Faulting the process adopted by the plaintiff in his ruling, the presiding Judge noted that the case in question has been entertained by too many courts and that the matter was not taken to court within the constitutional three months period but was filed after eleven months, a move he said is not recognized by law. 

Lauding the decision of the Court, Hon. Dickson said it has further confirmed his earlier submission that the nation’s Judiciary remains the last hope of the common man. Describing the suit filed by the plaintiff as abuse of judicial process, Hon. Dickson said it was aimed at derailing the developmental train of his administration. 

Commending the people of the state for their unflinching support to his administration, the governor said he would remain focused, warning people against playing politics with the development of the state. “The victory is for the nation’s thriving democracy and for the people of the state. No legal battle instituted or about to be instituted can distract us from delivering the dividends of democracy to our people” 

On the nation’s Judiciary system, I have said over and over that our judicial officers are men and women of honour. I have so much respect for them. Judiciary as an arm of government is one of the pillars that uphold the nation’s democratic rule and the officers are living up to their oath of office.”

Hundreds of youths in Bayelsa State, yesterday, protested what they described as marginalisation by Nigerian Content Development and Monitoring Board, NCDMB, in the implementation of local content policy of the Federal Government.

The aggrieved youths, under the aegis of National Youth Council of Nigeria, NYCN, Bayelsa State chapter, stormed the headquarters of NCDMB in Yenagoa as early as 6am and barricaded its gate, locking out staff and visitors.NCDMB presently occupies Revenue House, a structure donated to it by the state government as its national headquarters on Lambert Eradiri Road in the state capital.

The protesters were armed with banners, which read National Youth Council of Nigeria, Bayelsa State Chapter, Non-Violent Project, The NYCN Bayelsa State Enforcing Transparency in the Implementation of the Nigerian Content Act and Guideline in the Aspect of Training and Capacity Building Plan as Regards the S.S.A.G.G.S Project in Ekeremor Local Government Area, A community service action plan against unemployment, lack of skills, ability, capability and capacity, among others.

No fewer than 12 police patrol vans were at the scene, as the youths chanted solidarity songs.Leader of NYCN in the state, Bright Igrubia said: “The board is not involving the locals in its projects and activities in the state.“We want capacity building and training. We are worried because NCDMB is not carrying youths along particularly in the current Southern Swamp Associated Gas Gathering System, SSAGGS, project in Ekeremor Local Government Area of Bayelsa State contracted by Shell Petroleum Development Company.”

  NGF: JANG, OTHERS PRAY COURT TO DISMISS FASHOLA’S SUIT

 Plateau State Governor, Jonah Jang and other defendants have approached the Federal High Court in Abuja, praying the court for a preliminary objection to the suit filed by the Governor of Lagos State, Babatunde Fashola,  over the outcome of the recent Nigeria Governors’ Forum election. In separate motion on notice filed at the court last Friday by counsel to the first and third defendants, Jonah Jang and Osaro Onaiwu, respectively as well as on behalf of the fourth defendant, the Registered Trustees of the Governors’ Forum, they asked the court to set aside the claims of the plaintiff as lacking in merit.

The cases were filed by Tayo Oyetibo (SAN) on behalf of the first and third defendants while F.N Nwosu filed on behalf of the fourth defendant. Both suits with No. CV/3389/13 also had the Director-General of the Nigeria Governors’ Forum, Asishana Bayo Okauru, as defendant and respondent. Pursuant to Section 6 (6) (A) of the 1999 Constitution of the Federal Republic of Nigeria (as amended) and order 22, rules 2, 3 and 4 of the FCT High Court, both counsels are seeking preliminary objection to the plaintiff’s claims on the following grounds: that the writ of summons was not issued in accordance with procedural due process, the High Court of the Federal Capital Territory lacks jurisdiction to entertain the plaintiff’s claims, even if the High Court has jurisdiction to entertain the plaintiff’s claims, the plaintiff lacks locus standi to bring the suit as constituted and that even if the plaintiff has the locus standi to bring the suit, the plaintiff’s claims are not justiciable as they relate to a mere dispute as to political dignity.

In their statements of defence, both the first and third defendants as well as the fourth defendant, denied allegations contained in the statement of claim though admitted those in paragraphs 2, 5, 6 and 7 of the statement of claim. Also a major issue in the statement of claims was the process of the NGF election which the defendants faulted.  They noted that the Nigeria Governors’ Forum is only a platform for peer review among governors of the states of Nigeria and to collaborate on matters of public policy, provide good governance, sharing good practice and enhance cooperation.

They further noted that from its formation, the chairman of the NGF has always been appointed by consensus of all members of the forum and that Governor Chibuike Rotimi Amaechi became chairman of the NGF in 2011 by consensus for a term of 2 years, expiring in May 2013. The defendants referred to the meeting of the NGF of 20th May 2013 at the Rivers State Lodge in Abuja where, they claimed, majority of the governors present demanded for Amaechi, whose tenure had expired, to step down and allow another member to preside for the purpose of appointing a new chairman but rebuffed by Amaechi. 

In the light of this, they claimed that 19 of the 36 governors present at the meeting had indicated in writing their support for Governor Jonah Jang as chairman of the NGF but that Amaechi insisted there must be an election and that he must preside at the meeting. Governor Amaechi subsequently produced ballot papers which, they claimed, he had unilaterally printed without prior authority of other members of the NGF and started distributing same for the purpose of the election. 

The defendants further stated that when Governor Amaechi refused to step down, 18 of the 35 members present at the meeting immediately indicated their “unflinching support” for Governor Jonah Jang as the new chairman of the forum “without prejudice to their objection to the insistence of Governor Amaechi on presiding over the election process”.

In spite of this, they noted that Governor Amaechi and the second defendant, Asishana Bayo Okauru, still went ahead to announce that Governor Amaechi emerged winner of the election. In which case, the first, third and fourth defendants are contending that the plaintiff’s suit be dismissed for being frivolous and unmeritorious.

Bayelsa! When Steel Talks

Bayelsa State, Nigeria - Bayelsa State, Nigeria, home state of Nigerian President Goodluck Jonathan - and also the location of one of the largest crude oil and natural gas deposits in Nigeria - has keyed into the country’s steelpan development.

Recently, through the State Tourism Development Agency headed by Mrs. Ebizi Ndiomu Brown, a set of steelpans for fifteen players was purchased. The recipients of these instruments—a group of secondary school students in Bayelsa State—were selected from various schools across the state and put together to form the state junior steel orchestra known as Bayesla Junior Steelpan Orchestra.

The orchestra is currently being trained by the producers of the instruments, Africa Trinidad and Tobago Steelpan Development Company Ltd., (ATTSDC) based in Nigeria.

Already, the band has attended two state government functions where they thrilled the audience with familiar Nigerian tunes.The training goes along with intense rehearsals, as the steel orchestra prepares for its first international outing which will be a steelpan festival/competition organized by “Education Africa” in Johannesburg, South Africa between 1st and 6th August 2013. “Education Africa” had earlier in the year contacted Chief Bowie Sonnei Bowei, CEO of ATTSDC and President of the Nigeria Steelpan Society, to prepare a band from Nigeria to participate at this event in South Africa.

The Bayelsa State Ministry of Education also plans to include Steelpan in the curriculum of schools across Bayelsa State, and to develop as well, a career and entrepreneurship program in the steelpan art form, with the aim of reducing joblessness in the state.

This program promises to train Bayelsa youths as Pan music educators, artists, pan builders, tuners, arrangers, composers, studio engineers, producers and artiste managers with a strong bias for the steelpan.

The Bayelsa State Governor, Hon. Henry Seriake Dickson has commended the efforts of the people of Amatu and Ogbolomabiri in Ekeremor and Nembe local government areas of the state in securing the release of two hostages, including a French national abducted by suspected kidnappers on Wednesday.

Governor Dickson made the commendation while reacting to the incident at Government House, Yenagoa.He also expressed gratitude to the leaders of Bassambiri in Nembe as well as Azuzuama, Lobia 1 and 2, Koluama and Ekowe in Southern Ijaw Local Government Areas for their collaborative efforts with security agencies.

Giving a detail account of the incident, the Governor said, the chiefs and people of Ogbolomabiri community, who on suspecting the presence of kidnappers and their victim, conducted a house to house search and successfully secured the release of the victim as well alerted the police, who got the kidnappers arrested.In Amatu community, he explained that, the boat conveying the suspected kidnappers and their victim developed a mechanical fault, which left the boat drifting along the river.On sighting, the victim who was a white man, curious members of the community immediately alerted the state’s internal security outfit, “Operation Doo Akpo” who swung into action and got both the captors and the captive arrested.

According to him, some cohorts of the apprehended criminals went to the community for reprisal attacks, but were prevented from causing any harm by the security outfit deployed to the community by government. 

The Governor, who was full of gratitude and praise for the Chiefs and people of the communities, urged other communities and stakeholders to emulate them, stressing that, such efforts if properly coordinated in collaboration with security agencies, will greatly check acts of criminality, lawlessness and other negative vices associated with the state.

Bayelsans, he stated should see security of lives and property as a collective responsibility of all, as Government and security agencies alone may not be able to achieve much without the support of the citizenry, who are even more vulnerable to the activities of criminals.

While, calling on community leaders and Bayelsans generally to report every suspicious movements and characters to security agencies by calling the “Operation Doo Akpo” Distress line on 07006464644, Governor Dickson assured such individuals and communities of adequate protection, adding that constant security has already been provided for the communities where the recent arrests were made to forestall any reprisal attacks.

“Nobody in this State, no matter where you are and what you do, should feel that matters of security are for government alone. No, you are getting it wrong. Security of your life and your property should be a collective business all the time. And, this we must do conscientiously, so that we can attract the tourists and investors of this world to also come here to invest and create jobs for our teeming youths”The Bayelsa State Chief Executive restated Government’s resolve to support every effort geared towards making the state safe and peaceful, noting that with sustained peace, Bayelsa would soon become an investment and tourism destination.

He used the opportunity to call on youths to jettison all acts of criminality and take advantage of the various youth development, empowerment and rehabilitation programmes to reshape their lives and become more useful members of their families, communities and the state at large.

JTF Rescues Kidnapped French Sailor in Bayelsa

The victim was kidnapped five days ago.

The Joint Task Force (JTF) in the Niger Delta said on Tuesday that it had freed a French sailor kidnapped on June 13 in Ekeremor Local Government Area of Bayelsa.Benjamin Élan, 28, was among the missing 15 crewmen of a chemical tanker, MT Adour, attacked by suspected pirates along 30 nautical miles off Lome.

The Commander of the JTF, Major General Bata Dembiro, handed over Mr. Élan to Markson Fefegha, the Bayelsa Commissioner for Information, in Yenagoa in the presence of journalists.

“The rescue of the French national was made possible by the combined efforts of youths from Bomadi and Ekeremor local government areas.“The rescued foreign ship worker was abducted in Togo aboard an oil tanker and brought to Bayelsa State by suspected kidnappers,” Mr. Dembiro said.

The JTF commander explained that the new collaborative effort between the security agencies in the state and youth of oil bearing communities would reduce the incidence of sea piracy and kidnapping in the Niger Delta region.

The tanker had discharged the cargo at the port in Togo and was attacked by pirates, who took control of the ship and diverted it to Nigeria. The chemical tanker is registered in Marseille, France.The vessel is owned and operated by the French company, Sea Tankers Shipping.

Speaking on his experience in the hands of his abductors, the rescued sailor said although the kidnappers were not violent, he was kept in hiding for over six days and was fed on bread and water.

The commissioner had earlier commended the JTF officers for their recent proactive efforts at stamping out criminality and theft along the waterways and creeks of the state.“The noticeable peace along the waters of Bayelsa and the recorded arrest of criminals, including the killers of the 11 policemen, is wonderful and commendable,” Mr. Fefegha said.

Nigeria: Flooding - UN Pledges Assistance to Bayelsa, Others

As anxiety mounts over the predicted heavy rains this year with the possibility of flooding in part of the of the country, the United Nations, weekend pledged to provide technical assistance to Bayelsa State and other states to mitigate the likely impact of the impending flood and other related environmental issues.

United Nations Under Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Valerie Amos, gave the promise in Yenagoa, while on a two-day working visit to inspect the effects of the 2012 flood in parts of the state.The UN Under Secretary in an interview, said that the duty of her office was not to provide any major engineering projects but to help identify what could be done to help prepare the country, state and people for what would come after.

She explained that the World Bank, African Development Bank and other such bodies were available to Bayelsa State to discuss with and see what could be done.Refusing to be drawn comparison between the level of devastation caused by last year's flood in Bayelsa State and other places, she said "it is hard to make comparisons," adding that her work was usually on country, state and community basis.

The authorities in the state, she said did well in their efforts to mitigate the effects of the 2012 flood, but there were lessons to be learnt as there was possibility of more flooding this year.She said, "I am here in Bayelsa to see for myself the impact of the devastating flood of last year. I have had the opportunity to talk to the ordinary people and the Post Flood Management and Response Committee on the efforts made in the provision of food, shelter and other relief materials."There are lessons to be learnt and we would like to work with the state government and federal authorities to support and partner in strengthening preparedness and look at ways in which we can assist with technical support."

Bayelsa State Governor, Hon. Seriake Dickson has reassured the people of the state that his administration will build on the foundations laid by past leaders and bequeath a lasting legacy on the present and future generation of Bayelsans.Governor Dickson has therefore, called for the continued support , co-operation and prayers of the people, noting the giant strides the restoration government has recorded in the various sub-sectors of the economy can only be sustained through a collective resolve of the people as well as the divine grace of God.

According to him, despite some daunting challenges, the State Government under him, has remained focused in its efforts at building a progressive and egalitarian society with limitless possibilities and hope for the future.

The Governor, who was speaking at a Special Thanksgiving reception held at Banquet Hall, Government House, Yenagoa, also called for co-operation from the political class irrespective of party affiliations for the overall interest of the state by keying into the spirit of the new Bayelsa, which will be the cornerstone of the Ijaw nation.

“ Today I am running a race which is essentially for us all. It’s our desire  that by the time we finish our mandate, others will see a good platform to continue. Working together we will make an irreversible change that the Ijaw nation will not be the same again”.

The Bayelsa State Chief Executive attributed the achievements of the restoration team since assumption of office to God Almighty  while also applauding the contributions of political leaders in the state as well as Bayelsans  for their  invaluable support and prayers.

Hon. Dickson equally enjoined the people to pray fervently for President Goodluck Jonathan as he continues to steer the ship of State at the federal level, especially in the face of the prevailing challenges.

In his opening remarks, the Secretary to the State Government of the State, Professor Edmund Allison Oguru,  remarked that, the Special Thanksgiving Service was to express gratitude to God for all he has done in the life of the governor and his administration as well as appreciate the people for their support.A book titled ‘‘Daring to make a difference:  The first year of Governor  Seriake Dickson’s Adminisrtation’’ was unveiled and  presented by former Governor of the state, Chief DSP Alamieyeseigha, who lauded the sterling qualities of Gov. Dickson, noting that his achievements were all encapsulated in the book.

The three hundred and six page compendium, according to the Chief Historian and Archivist of the State, Dr. Stephen Olali, unfolds the history of the programmes and projects of the present administration, and the eight chapters were written by eminent scholars including contributions from Professor emeritus, Ebiegberi Joe Allagoa.

The highpoint of the occasion was the cutting of the Thanksgiving cake by Gov. Dickson and his wife, Dr. (Mrs) Rachel Dickson, Chief and Mrs. DSP Alamieyeseigha, the state Chief Judge, Hon. Justice Kate Abiri, INC President Sen. Tari Sekibo and other dignitaries.

GOV. DICKSON APPRECIATES GOD FOR ACHIEVEMENTS, URGES YOUTHS TO PERSEVERE

 Bayelsa State Governor, Hon. Seriake Dickson has attributed his achievements in life, especially his elevation to the position of a Governor of the state to divine arrangement. Governor Dickson stated this at a special thanksgiving service at the King of Glory Chapel, Government House, Yenagoa to celebrate God’s faithfulness in his life and that of the state.

 Describing his life’s challenges and blessing of God upon him as a testimony of the goodness of the Lord, he urged youths to persevere and have faith in God to achieve success. Recalling his experiences from childhood to his days in the Nigerian Police and as a lawmaker, the Governor noted that it was divine favour, perseverance and hard work that saw him through the travails of life. His words,

“I want the young people of Bayelsa State to know that I was not overwhelmed by the circumstances I found around me so you too should not give up. And if you work hard, play by the rules and pray hard, remain faithful and loyal to your ideals and to your friends because life is about loyalty, then the sky will be your limit. 

On politics, he described the decisions he took to resign from the Police and the erstwhile government of Dr. Goodluck Jonathan as Attorney General and Commissioner for justice to run for the Federal House of Representatives as not only mysterious, but also served as a stepping stone that culminated to his emergence as Governor. 

“And this is why I always tell young people that if anybody tells you that power comes from the East, West, North and South, it is a lie. As I stand here in this sacred alter, I proclaim the majesty of God. My life and what God is using me to do is a testimony that power comes only from God. These feeble knees of mine have never knelt before anybody or thing other than God” Governor Dickson stressed the need for politicians to play politics with the fear of God and by the set rules as power comes from God alone. 

On women, the Governor noted that, his passion for women empowerment is borne out of the supportive role his mother played in his life. In a sermon, the General Overseer of Royal House of Grace Church, Apostle David Zilly Aggrey underscored the supremacy of God in the affairs of men.

 Apostle Aggrey who lauded the Governor for acknowledging the place of God in leadership, reminded those in positions of authority of the need to lead people well. 

Also speaking, wife of the Governor, Dr. Rachael Dickson said she sought the face of the Lord during her husband’s trying moments and appreciated God for the honour done them.

 The service was well attended by government functionaries and dignitaries from all walks of life including former Governor Diepreye Alamieyeseigha, former and serving members of the national assembly, and the daughter of late Alhaji Moshood Abiola, Hafsat.

 The United Nations has expressed its readiness to partner with the Bayelsa State Government on flood management and other related environmental issues in order to mitigate the likely effects of the impending flood this year as predicted by the Nigerian Metrological Agency.

 Expressing concern over the devastating effects of the 2012 flooding on the people of the State, the United Nations Under- Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Baroness Valerie Amos during her two days working visit to the state at the weekend, stressed the need for prompt response to flood victims. 

Amos who was accompanied by some top UN functionaries, said she was in the State to assess the situation and see how her office can be of assistance to the affected people. In her words, “I am here in Bayelsa to see for myself the impact of the devastating flood of last year. I have had the opportunity to talk to the ordinary people and the Post Flood Management and Response Committee on the efforts they made in the provision of food, shelter and other relief materials. 

“There are lessons to be learnt and we would like to work with the state government and federal authorities to support and partner in strengthening of preparedness activities and look at ways in which we can assist with technical support”.  The UN envoy noted that the World body was willing to collaborate with the state to identify technical expertise to support the people in the event of a recurrence of the flood. “I am aware that funds are required to rebuild infrastructure but that is not within my powers in the United Nations, but I have undertaken to work with the state to see if we can identify areas where funding may be made available.”  

 In his remarks, Governor Seriake Dickson lamented the impact of last year’s flood, stating that the total cost of the devastation ran into hundreds of billions of naira. He described Bayelsa as an ecologically endangered state as it is below sea level and called for the support of the UN and other donor agencies especially in the area of funding and technical expertise. 

According to the Governor, “all our communities were actually turned to relief camps. And so there was need for us to create awareness and step up advocacy not just for purposes of asking for support for the victims of the disaster last year but also to enable us get across to partners who will work with us to continue to address what is turning out to be a yearly challenge. 

 On proactive measures being taken by government, Hon. Dickson said a technical team headed by the Commissioner for Works and Infrastructure, Mr. Lawrence Ewrudjakpor has been constituted to among other things, open up the natural courses of water in the Yenagoa metropolis. Alerting the people on the impending flood as predicted by NIMET, the Governor stated, “you are all aware of the grim warnings by NIMET but while we keep praying we also need to step up our preparation “Clearly, the challenge of finding a lasting solution to this problem is certainly beyond the capacity of the state and even the federal government. So it is important that we collaborate to raise funds” 

   According to the Governor, committees will also be set up at the local government level to build dykes and temporary shelters for displaced persons as part of proactive measures at the grassroots.  

 While thanking Baroness Valerie for the visit, he urged the people to brace up for the challenges ahead and advised them not to build on natural drains. Later at a State Banquet organized in her honour at the Banquet Hall of Government House, Yenagoa, Baroness Valerie was conferred with an Honorary Citizenship of the state in recognition of her role at the UN and was also given an Ijaw name, “Eyilaere” meaning, an important woman. 

Baroness Valerie had earlier on arrival, visited Imiringi community in Ogbia local government area and some other parts of the state affected by the 2012 floods.

BAYELSA GOVT EMPOWERS 10,000 YOUTHS……AS OVER 11,000 RENOUNCE CULTISM

 Bayelsa State Governor, Hon. Seriake Dickson disclosed at the weekend in Yenagoa that his administration has concluded arrangements to train 10,000 youths drawn from the eight local government areas of the State in different vocations.Commending the decision of over 11,000 youths in the state to renounce cultism and other acts of criminality, the governor said the empowerment programme is part of his administration’s Restoration Agenda.

.Expressing his administration’s readiness to collaborate with the youths in its bid to liberate them from a life of dependency, the governor said the training would commence in two months time after the conclusion of their verification exercise.His words, ”if we do not help to build you all, then our future will not be assured.

You are all aware of what our Restoration Government is doing; building schools, roads, hospitals, investing in security and making our state safe, talking to people to come here to invest so that we can create jobs for you.“All of these will come to nothing, if we don’t help to equip you with the skills that you need to partake in the economy to protect our future.“This exercise is not the end but just the beginning, by the time my team concludes the verification exercise and they will do it in a detailed way, local government by local government.“When we are through with all of these, we are going to engage you in a special youth empowerment programme.

A total of 10,000 youths will be engaged”The beneficiaries, according to the Governor will be trained in Agriculture, traffic warden and the special surveillance system.

The Governor disclosed that N1 billion has already been set aside as soft loans for young enterpreneurs, adding that a youth summit would soon be held in the state to enable government identify their problems.In his remarks, the Commissioner for Youths Development, Mr. Akpoebide Alamieyeseigha urged the youths to avail themselves of the various vocational programmes being set up by government.He warned that with the re-integration programme of the repentant cultists, anyone caught formenting trouble would be penalized in accordance with the anti cultism law.

The state Commissioner of Police, Mr Tonye Ebitibituwa and the Special Adviser on Security to the Governor, Retired Col. Bernard Kenibai, advised the youths not to renege on their promise to shun cultism and other criminal activities.Highpoint of the event was the oath-taking ceremony for the repentant cultists administered by the State Attorney-General and Commissioner of Justice, Chief Francis Egele.

Bayelsa State Governor, Hon. Seriake Dickson has called on Nigerians to remain committed to the Nigerian project even in the face of the current political and security challenges.He is of the view that, despite its numerous challenges, Nigeria remains one of the greatest countries in the world.

The Bayelsa State Chief Executive also called on political leaders to close ranks and defend the territorial integrity and sovereignty of the nation in order to deepen and strengthen its democracy.Speaking when the Nigerian Bar Association (NBA) led by its National President, Mr. Okey Wali, SAN and the leadership of the Yenagoa Bar Association paid him a courtesy visit in Government House, Yenagoa, Hon. Dickson noted that for the country to operate truly as a federation, issues which are not political alone, but have direct bearing on the administration of justice be urgently reviewed.“We shouldn’t give up on Nigeria, it is one of the greatest nations on the face of the earth and it is our responsibility to continue to review our system to make the country a better place for us and generations yet unborn”.

According to him, “there is no reason in our federal system every federating unit cannot have a court of Appeal of its own and a Supreme Court as well.  That is the ideal thing.  It is an abuse of the federal principle in all its ramification of our national life because we have not paid sufficient attention to these things and even our constitutional amendments are not deep enough to address some of these fundamental structural deficiencies that have led this country backwards and slowed down our march towards greatness”.

Hon. Dickson noted that the nation’s founding fathers and leaders created time to discuss this key issues before the country gained independence but lamented that succeeding generations of political leaders failed to take advantage of the progress made so far and could not summon enough courage as well as the vision to discuss this burning issues since the country was structured as a federal republic.

He decried the anomaly arising from the abuse of the federal principle and tasked the NBA to take the lead by ensuring the review of the present federal structure in the country if the nation must overcome its contemporary challenges. “When some of us say the things we say because we are committed federalists, it is because we love Nigeria, not because of any other thing.  We want to make our country a more perfect and workable union and it is a work in progress.

The Governor expressed appreciation to the NBA for its role in deepening and strengthening democracy in the country and for defending the rule of law as well as protecting the civil liberties of the people.He commend the leadership of the apex law body for its sound position on burning national issues especially on the way forward in the fight against terror in the country and for choosing the state to hold its National Executive Committee (NEC) meeting noting that the gesture serves as a source of strength and encouragement to him as a governor and member of the NBA.

Stressing the importance of the law body in nation building, Hon. Dickson said icons and most prominent world leaders such as Mahatma Ghandi of India and others are all members of the law profession and expressed joy at being a member of the association, adding that he will be ever willing to be part of any engagement that will promote the objectives of the NBA at all times.

Earlier in his remarks, President of the NBA, Mr. Okey Wali, SAN, lauded Governor Seriake Dickson for his people-oriented projects in the state as well as calm and modest disposition in the face of grandeur, pointing out that his leadership qualities and his interest in the welfare of the people makes him unique.

GOV DICKSON HOLDS MONTHLY TRANSPARENCY BRIEFING, DECLARES N29.5BN BALANCE FOR MAY, 2013 

Bayelsa State Government has declared a total sum of N29.5bn as balance in its coffers after statutory deductions and capital payments as at the end of May. 

Addressing the media on the income and expenditure profile of the state for the months of April and May 2013, at its monthly Transparency Briefing in Yenagoa, the Commissioner for Finance, Mr. Duate Iyabi announced N24.6bn as total inflow from the Federation Account for May. 

Giving a breakdown of the figure, he explained that, the amount was made up Statutory Allocation of N2.7bn, Derivation fund was N12.4bn, SURE-P came to N1bn, Excess Crude N4.6bn, Augumentation of N2.9bn and NNPC Refund of N233m. 

On deductions, Mr. Iyabi explained that, the sum of N1.2bn was deducted for bond repayment, N11.1m for the servicing of foreign loans, refund on Derivation Indices for 2010 gulped N392m, while N41m went for commercial agricultural credit scheme refund. 

The commissioner who announced an all time high IGR of N1.3bn, noted that total inflow after FAAC Deductions amounted to N22.3bn. Commenting on the outflows Mr. Iyabi said N3.9bn was spent on the payment of civil servants’ salaries while that of political appointees stood at N503.7m. He also gave N3bn as bank loan repayments, with overheads accounting for N1bn, monthly standing approvals gulped N298m, capital Payments of N3.9bn. 

For the month of April, the commissioner stated that N19.5bn was received as gross inflow comprising statutory allocation of N2.1bn, Derivation N11bn, VAT N599m, SURE-P N1.7bn, augmentation took N3bn and N233m went for NNPC refunds. Total deductions for the month, according to Mr. Iyabi, amounted to N2.4bn, which included refund of Domestic Excess crude savings of N709m, Refund of overpayment of revised 13% derivation indices accounted for N187m leaving a Net FAAC Inflow of N17.7bn. 

 Governor Seriake Dickson also presented a draft of N1.7bn to representatives of the Huawei Technologies Ltd for the Bayelsa State Safe City and Safe State security surveillance Project, which is aimed at boosting security in the state. 

The Governor, who re-assured investors of their safety explained that with the contract awarded to one of the world’s leading ICT and security firms, state-of the-art security infrastructure would be deployed in all the nooks and crannies of the state.

Bayelsa State Governor, Hon. Seriake Dickson on Wednesday in Yenagoa disclosed that over 11,000 youths from the eight local government areas in the state have denounced cultism. Speaking during a parley with youth representatives at the Banquet Hall of Government House, Yenagoa, the Governor described the willingness and acceptability of the affected youths to jettison cultism as a product of his administration’s Restoration Agenda which is centred around youths.

 Warning the youths against involving themselves crimes and criminality, the Governor said no state or nation thrives in an atmosphere of chaos. Condemning the killing of security operatives at Azuzuama in Southern Ijaw Local Government Area, he said Bayelsa was gradually becoming the centre of attraction and will not tolerate any incident that would breach the existing peace in the state.

 Expressing his administration’s readiness to further partner with the youths in the State, the Governor disclosed that a Youth Summit would soon be organized for repentant cultists as a first step towards reintegrating them back into the society as well as contribute their quota to the development of the state and the country. 

Hon. Dickson, therefore warned the youths against being used by selfish and position seeking politicians to foment trouble in the state, stressing that era of politicking is over for now. ‘Let me warn some of you, it is not yet time for politics and politicking. We will not tolerate such activities in the system for now, we want to perform. When it is time for politics, you will hear from us. We want you to focus on working with government to ensure that we make life more meaningful for our people. Your duty is to preach the gospel of peace and cooperation to other youths and make sure you are not used by misguided elements.

 On the Subsidy RE-investment and Empowerment Programme, SURE-P, Governor Dickson, explained that the programme was targeted at young people who do not have a means of livelihood. He noted that the funds from the SURE-P were the first batch of payment and everybody cannot benefit from it and appealed for understanding since it was an ongoing exercise. In his remarks, the Special Adviser on Youths Mobilization and Empowerment, Hon. Timi Ogoriba, said the SURE-P funds were strictly meant for people residing in the local government areas pointing out that in the first batch, 300 forms were distributed amongst the 105 wards in the state and assured that nobody would be shortchanged.

 Also speaking, the Commissioner for Youth Empowerment, Mr. Akpoebide Alamieyeseigha hailed Governor Dickson for identifying with the youths and urged them not to maximize the opportunity. He noted that the idea of disbursing the SURE-P funds to the rural dwellers was for such people to have a sense of belonging. In their separate responses, Chairman of the National Youth Council, Mr. Bright Igrubia as well as youths from Southern Ijaw and Sagbama local government areas, Oyinkarina Ebidou and Godfrey Alagoa, spoke on the need to establish a Peace and Discipline Corps in the state. They also appealed for increment in their allowances and logistics to enable them carry out their duties of mobilizing other youths to key into the restoration agenda of government.

GOV. DICKSON, NAOC DECRY INCREASING RATE OF OIL THEFT ...TO SET UP MARITIME SECURITY OUTFIT

Governor Seriake Dickson of Bayelsa State and the Managing Director of the Nigerian Agip Oil Company, Mr. Ciro Pagano have decried the alarming increase in oil theft in the Niger Delta region.Receiving a delegation of the NAOC management in his office in Yenagoa, Hon. Dickson said the situation was becoming worrisome, noting its effects on the economy of not only Bayelsa State, but the Nation as a whole.

Reiterating his administration’s zero tolerance for crime and criminality, he disclosed that government will set up the maritime equivalent of Operation Doo Akpo to man oil installations across the State as well as ensure security of lives and property on the waterways.“We are going to deploy the maritime equivalent of Operation Doo Akpo in the riverine areas.  That means we are going to do what we have done in the upland by building check-points across the creeks with communication gadgets, gunboats and other facilities including more manpower, their training and allowances.  That is why all of us who are joint stakeholders in the preservation of security particularly in the areas where you operate have to come together and work more closely.  We are not interested in collecting money from our partners.  What we are interested in is a collaborative frame-work”.

 The Governor, who lamented the absence of functional offices of multi-national companies operating in the State, called for the establishment of such offices, adding that aside boosting the IGR of the State, it will also generate employment opportunities for the teeming youths of the State.

According to Hon. Dickson, the present administration’s ambitious development plan requires a lot of funds to drive, stressing that the establishment of befitting offices will equally enhance the aesthetic beauty of the state.He said, “I’ve always said that we see you people as our development partners particularly Agip because as you know the bulk of your operations are in Bayelsa.  But again there are contradictions that come with that, and I will not fail to point out the contradiction in terms of the absence of an operational office that befits our contributions to your corporate business.“If you are here you will support us in terms of taxes and revenues which your company has been depriving us of all these years by not having an appropriate corporate presence here.  Meanwhile we need those funds to support our ambitious development drive.  If we have money and we are able to meet our responsibilities, we can then work better to create a saner operating environment”.

Governor Dickson also urged the state development partners to collaborate more effectively with government in leveraging the mechanisms that have already been provided by the Security Trust Fund.

On its part, he said his administration would not relent in making the right investments in security, disclosing that the state government was putting finishing touches to launch the first ever state-wide electronic surveillance project in the country.The State Chief Executive, who condemned acts of pipeline vandalism and oil-theft across the country, however identified insider abuse and inappropriate operational modalities of oil companies as some of the factors responsible for perpetration of the unwholesome practices.“The briefs that I have received also point at some level of complicity by even the operating multinational firms.  It takes a level of sophistication and insider knowledge of your industry and your operational modalities to be able to carry out this huge level of theft and brigandage that is going on.“I’m also aware (may be unknown to you) that you people work with a lot of people who are themselves a threat to the security of our state, region and nation”.

Earlier in his remarks, the Leader of the delegation and Managing Director of the Nigerian Agip Oil Company, NAOC, Mr. Ciro Antonio Pagano described the current trend and occurrences of oil theft as alarming.Mr Pagano explained that the team was in the state to hold discussion with government on how best to solve the nagging problem.

BAYELSA GOVT PARTNERS AKUNYULI FOUNDATION TO ELIMINATE FAKE DRUGS IN NIGER DELTA

Bayelsa State Government on Tuesday entered into a pact with the former Director General of the National Agency for Food and Drug Administration and Control, (NAFDAC), Professor Dora Akunyuli in its fight against the selling and distribution of fake drugs in the Niger Delta region with the foundation laying of the first National Drugs Distribution Centre in Yenagoa.Speaking at the launch of the Drug Mart in Yenagoa, Hon. Dickson lamented the increasing rate of fake drugs in the market, adding that the project will go a long way in the elimination of fake drugs, not only in the State but the nation as a whole.

According to the Governor, the edifice when completed will be equipped with medical formation which will include a pharmaceutical mast, emergency medical service and a medical store among others.According to him, all these steps will amount to nothing if steps are not taken by government to also provide quality, genuine and affordable drugs to the people of the state.“We need to be sure of the quality of drugs in supply, not only through public institutions, but also through all private retail outlets in the state”“This project, when completed will curb the menace of fake and adulterated drugs which has been the bane of the Nigeria drug market. “In addition, it will address goals 4 and 5 of the Millennium Development Goals”Hon. Dickson called on those in the drug industry, other states in the South-South zone as well as Bayelsans to avail themselves of the opportunity to access the Pharmaceutical Storage and Distribution Complex where only quality and genuine drugs will be made available for sale.

Earlier in her address, Professor Dora Akunyili; founder, Dora Akunyili Foundation for Safe Medicines described the foundation laying ceremony as a dream coming into reality, adding that the idea predated the present administration.Drug Mart, according to her is one of the most practical ways by which fake and counterfeit drugs can be eliminated in Nigeria with the objective being to create an orderly network and conducive environment for the sale and distribution of wholesome pharmaceutical products under the supervision of professionals.

She said her original plan was for the Drug Mart to be established in the six geo-political zones of the country, with Yenagoa in Bayelsa State as the Headquarters for the South-South zone and commended Governor Seriake Dickson for helping her fulfil her dream.Professor Akunyuli noted that previous attempts by government to close existing drug market could not yield the desired result because of the non-availability of a viable alternative and thanked Bayelsa State for setting the pace with the Drug Distribution Centre, which she said will be leased to drug companies to enhance their distribution system within the South-South zone, to curtail distribution through the present illegal unregulated markets where good drugs are most times mixed with fake drugs.She equally stated that the state government will recoup its investment in the project through revenues from the drug companies and management of the centre.

The Former NAFDAC Director-General called on other leaders to take a cue from the leadership style of Governor Seriake Dickson expressing the belief that the centre will be the only remedy to put a stop to all fake and adulterated drugs in circulation.Earlier in his welcome address, the Commissioner for Health, Dr. Awoli Anapurere said the Ministry of Health kick started the process of establishing a drug revolving scheme in all health facilities in the state with a medium term sector strategy to modernize drugs storage by complementing the central medical store with a drug distribution centre which was approved in the 2013 Budget by Governor Seriake Dickson and the State House of Assembly.

The Commissioner noted that the commencement of the project has been demonstrated with the ground breaking ceremony of the Drug Mart in the state and applauded the efforts of the State Government to continually provide qualitative and affordable health care service delivery in the state with a view to achieving a healthier workforce in the State.
