WORLD BUSINESS LEADERS EXPECTED IN BAYELSA STATE FOR THE BAYELSA INVESTMENT AND BUSINESS FORUM

The Bayelsa State Government says it has concluded arrangements to host global business leaders at its maiden investment and economic forum with the theme; ‘unlocking Bayelsa State’s Economic Potentials’ between 16 th and 18 th of July, 2014.

Disclosing this at a press briefing in Lagos, the State Commissioner of Trade, Industry and Investment, Barrister Kemela Okara, accompanied by the Chief Press Secretary to the Governor, Mr. Daniel Iworiso Markson, the Director General, Bayelsa Investment Promotion Agency, Freda Murray-Bruce, Special Adviser to the Governor on Investment, Cyril Akika and the Director General, Bayelsa Partners Initiatives, Mrs. Iniye Ambakederemo-Ukpeh said, the forum is aimed at showcasing the state’s economic potentials to the rest of the World.

The Forum, according to the Commissioner is in line with the present administration’s economic blueprint, which is a private sector driven economy, adding that sizeable number of foreign investors have tapped into this vision.
Aside Oil and Gas, the Commissioner disclosed that the State is blessed with other natural resources that, if properly harnessed, will be of great economic benefit to the would be investors and the government.
According to him, the Forum will focus on Oil and Gas, Agriculture, ICT, Tourism and Hospitality and Power. These are some of the potentials that the government is ready to showcase to the World.

“We are hoping that this forum will create an opportunity for more investors to come and invest in agriculture, aquaculture and farming, which will expand to agro-allied industries.
“Our expectation is to have potential investors from different parts of the world, within Nigeria and Bayelsans in the diaspora to come and take advantage of the various opportunities that exist”

In line with the administration’s vision of making the State, the Dubai of Africa, the government has provided enabling environment, which includes; adequate security, infrastructures and the legal framework that will be of economic benefit.

Some of the ongoing projects in the State, which are aimed at providing necessary platform for investors include; the Agge Deep seaport, Cargo Airport, the opening up of the three senatorial districts, the World class diagnostic centre, multi billion naira 5-star hotel and a host of others. These projects, when completed will be of economic benefits to the investors and the State.

On the incentives for the investors, the Commissioner explained that, the main incentive for investors, is the free trade zone we are planning to establish. To establish a free trade zone, there will be non application of local taxation.

Speaking in the same vein, the Director General of the Bayelsa Investment Promotion Agency, Freda Murray-Bruce disclosed, that in the last two and half years, the State has hosted various international events, which is an attestation to the fact that, it is the most peaceful State in the Country.
The Forum, according to her, will feature notable economists cum investors across the globe. This will be an opportunity for the State to showcase its potentials in the following areas; Aquaculture, Technology/infrastructure/ICT and power.

Highlighting the achievements of Governor Seriake Dickson led administration, the Chief Press Secretary Daniel Iworiso-Markson, disclosed that at inception of the present administration, the State was generating N50million as internally generated revenue (IGR), per month, but now it has shored up to N1billion monthly, representing about 1000 per cent increase.

"Moreso, we are now targeting N6billion as IGR per month in the next few years. This can only be achieved by inviting investors, both foreign and domestic investors to invest. We hope to be self-sustaining, not depending on oil and not depending on monthly allocation.

"Like my Governor would say, we are not looking for contractors, but development partners. All unique opportunities in Bayelsa State would be articulated at the conference and it won't be a regular talk-show. The state has put a lot in place to host this conference in terms of infrastructure, developing Small and Medium scale Enterprises (SMEs). We want a sustainable development and partnership that will work," he said.

Noting the relevance of power sector to the economy, the Special Adviser to the Governor on Investment, Cyril Akika disclosed that the government, in addition to the present power supply is planning to generate 3000mega watts to boost power supply in the state.

BAYELSA GOVT REGRETS ABDUCTION OF DUTCH NATIONALS, INTENSIFIES SEARCH AND RELEASE OF ABDUCTEES

The Bayelsa State Government notes with regret, the unfortunate incident of the kidnap of three Dutch Nationals at Letugbene community in Ekeremor Local Government Area of Bayelsa State.

The Government wishes to state for the records that, the three Dutch Nationals were escorted into the Niger Delta, through Warri in Delta State, by a Non Government Agency (NGO), without any prior notice to the Governments and security agencies of both Bayelsa and Delta States, not until they were abducted by the gunmen.

While, the Government of Bayelsa State appreciates and welcome visitors, especially foreigners, it is important that, the Government and security agencies are put on notice of such visits. But, sadly, this was not done in this case.

It is, however, gratifying to state that, the Bayelsa State Government and security agencies are on a serious manhunt for the Dutch Nationals and their captors.

Meanwhile, Bayelsa State Governor, Hon. Seriake Dickson has assured the Dutch Ambassador to Nigeria, John Groffen that, everything humanly possible was being done to secure the release of the three Dutch Nationals.

The Governor, who gave the assurance, when the Ambassador visited him at the Bayelsa House in Abuja, expressed regret over the incident, adding that, the Government in collaboration with the security agencies are working round the clock to ensure the safe release of the victims.

BAYELSA GOVT TO INITIATE SOUND POLICIES TO ENCOURAGE THE GROWTH OF INDIGENOUS BUSINESSES

The Bayelsa State Government says, it will institute policies and programmes that will encourage the growth of indigenous businesses as well as enhance the rapid turnaround of the state’s economy.

Governor Seriake Dickson made the declaration, when he undertook a tour of some of the exhibition stands at the ongoing International conference on Small and Medium enterprises at the Banquet Hall of Government House in Yenagoa.

He expressed confidence in the capacity of Bayelsans to participate in the emerging economy of the State, which he noted, has been reinforced by the number of Bayelsa entrepreneurs and the quality of wares, that were put on display at the exhibition.

“Today my faith and confidence in the capacity of our people to participate in our economy has been reinforced. What we have seen is a tip of the iceberg.” He declared.

The state governor asserted that various businesses of international repute definitely will spring forth, because of the Bayelsa spirit.

“Businesses of International repute will spring forth because of the Bayelsa ingenuity. Already, the world is getting to know and notice them. Their products are already found in exclusive shops in the world and some have started receiving international acclaim,” the Governor remarked.

Governor Dickson attributed the rapid growth and successes of businesses in the state to the robust policies and programmes of the government to promote local enterprise.

According to him, “am left with no doubt at all, that Bayelsa will start to lead the way for other states to follow”

Speaking in the same vein, the commissioner of Trade, Industry and Investment, Barr. Kemela Okara, said the state government wants to grow the private sector, adding that, everything possible was being done in that regard.

In the financing of private enterprise, the commissioner explained that the state government has a short term plan to create access to finance for those with business plans, stating that incubation centres will be put in place to nurture businesses to attain desired heights.

He added that “to get financing, you have to have a good business plan. The Government will help the private sector in order to help the economy grow”.

On how to assist Bayelsans, Barr. Okara explained that,the government will assist by teaching people how to put good business plans together, that will build their capacity and business management skills as well as access to finance.

In line with the Government’s vision to expand the economic base of the state and increase the number of educational institutions, the Bayelsa State Governor, Hon. Seriake Dickson has signed 3 bills into law.

The bills are, Micro-Finance and Enterprise Development, Bayelsa State Maritime Academy, and the Bayelsa State Polytechnic.

Assenting to the bills on Wednesday in Government House, Yenagoa, Governor Dickson expressed optimism that the new maritime institution would be second to none in the training of seafarers.

According to him, the government is taking youth empowerment to the next level, where they would be productive and contribute to the growth of the economy.

Governor Dickson, who noted that his administration was desirous of changing the trend, where youths were dependent on handouts, said the 2 new institutions; the Maritime Academy, Okpoama and the Bayelsa Polytechnic, Aleibiri, would help nurture the future of the youths.

He stressed that the polytechnic would specialize in providing technical skills to make youths employable and appealed to communities where the institutions are sited to ensure a conducive atmosphere for them to flourish.

Presenting the bills, Speaker of the State House of Assembly, Rt. Hon. Konbowei Benson, applauded the relentless efforts of the governor at improving the standard of living of the people, describing him as a visionary leader.

Rt. Hon. Benson, said the signing of the Micro Finance bill was timely as it was coming on the heels of the 20 th edition of the international conference on Small and Medium Enterprises holding in the state.

LACK OF ACCESS TO FINANCE, SKILLS; MAJOR CHALLENGES TO SME GROWTH …. GOV DICKSON

Bayelsa State Governor, Hon. Seriake Dickson Wednesday identified lack of access to finance and skills as major challenges militating against the growth of small businesses in the State.

Governor Dickson, who stated this at the opening ceremony of the 20 th International Conference on Small and Medium Enterprises at the Banquet Hall of Government House in Yenagoa, tasked delegates to the conference to proffer solutions to the challenges bedeviling the sub-sector.

He announced government’s desire to inject N20 into Small and Medium Enterprises development, which would be further expanded to the tune of N30 billion.

The Bayelsa State Chief Executive, said a bill would be forwarded to the State House of Assembly to provide a legal framework for the establishment of an SMEs Trust Fund.

According to him, “the move is to guarantee the security of the funds for stakeholders and develop a robust SMEs programme for the empowerment of the people.

Governor Dickson, who hailed the World Association for Small and Medium Enterprises, WASME for granting Bayelsa the hosting right, said the conference was taking place at a period, when efforts were being intensified to diversify the economy beyond the oil and gas era.

Enumerating efforts made by his administration for wealth creation and poverty reduction in the state, Governor Dickson said with the Bayelsa Geographical Information System BGIS in place, the citizenry could easily access finance with their assets.

In his address, Minister of Trade, Industry and Investment, Dr. Olusegun Aganga, represented by the Director General of Small and Medium Enterprises Development Agency of Nigeria, SMEDAN, Alhaji Bature Masari, commended the state’s untiring efforts at developing the entrepreneurial ability of the citizenry as well as building the innovative capacity of enterprises in the state.

He noted that SMEs provide employment opportunities to 32.4 million Nigerians and stressed the need for all stakeholders to tackle the problems facing the sector.

In her remarks, Director General of Securities and Exchange Commission, Dr. Arunma Oteh, described the state’s SME fund, SME Council and Micro Finance Agency as laudable steps, that would boost entrepreneurship.

She, however, suggested that government should consider the setting up of business incubators to provide, not just financial support to SMEs, but also nurture them to grow into bigger productive engines of growth.

The Senior Special Assistant to Governor Dickson on SMEs, Mr. Ebiekure Eradiri, remarked that, the government has created an SMEs database to effectively manage the sub sector, noting that, Bayelsa was the 7 th state to respond as well as comply with the Federal Government’s directive on the establishment of the SMEs state council on NEDEP.

In a keynote address, the United Nations Aids Ambassador and Chairman/Co-Founder of Africa Rising Foundation, Mr. Ndaba Mandela, said Africa Rising is an organization dedicated to creating a conducive environment for entrepreneurs to thrive in the continent.

According to him, SME is the centre of any economy and the foundation is established to ensure, that young people have access to technology and information to empower themselves and take full advantage of the opportunities that exist.

“Where opportunities do not exist, the foundation creates them. Africa is rising, has helped to groom young minds, so that their dreams will soar beyond reality and Africa can prosper.”

Acting Managing Director of the Bank of Industry, Mr. Waheed Olagunju, said the conference would provide the opportunity to achieve the objectives of NEDEP to enable Bayelsans become more productive, noting that for over 50 years, the bank has been supporting SMEs in Africa and other parts of the world.

Speaking, President of the World Association of Small and Medium Enterprises, WASME, Alhaji Babale Girei, dwelt on the concept and challenges of SMEs, stressing that, small businesses have been the engine of growth for every country and represents over 90 per cent of industrial enterprises of most developing countries.

SMEs constitute the backbone of the developed and less developed economies and has been identified as a highly potential sector for employment generation and provision of livelihood to millions of people in Africa, Asia and Latin American countries.

MAY DAY 2014: GOV DCKSON ADVOCATES A NON-PARTISAN CIVIL SERVICE

As the country gears up for the 2015 general elections, workers in Bayelsa State have been urged not to allow the political class to use them to push interests, that are inimical to the state.

Governor Seriake Dickson, who gave the advice during the May Day celebration at the Peace Park in Yenagoa, reaffirmed his administration’s commitment to the welfare of the workers.

He also reiterated his preparedness to engage the organized labour in discussing matters affecting their conditions of service and the wellbeing of Bayelsa at all times.

The Governor stressed the need for civil servants to tread carefully, noting that greedy politicians, who do not have the interest of the state at heart, would stop at nothing to infiltrate labour with a view to actualizing their sinister agenda.

While commending the state workforce for contributing to the achievements of the present administration, he emphasized that, all ongoing reforms of the government were intended to enhance efficient administration and productivity of the civil service.

According to the Governor, “In view of the times that we are in, the organized labour should work hard to ensure that you don’t allow people, who want to contest for various offices to infiltrate your ranks, and even when you have legitimate complaints, let us not see political colour in them.

“ Even when we disagree, we remain open to work with you and engage you all, because in the first place, we are all citizens of Bayelsa State. So, we all have this state to develop by working together. There is no “us and them” situation, and as I keep saying, we your political leaders are only tenants in this building called the public service, while the real landlords are yourselves. So, value the change that has come to you.”

Also speaking, the Deputy Governor, Rear Admiral Gboribiogha John Jonah rtd, urged workers to be patient, assuring that government would do everything within its reach to ensure that all civil servants in the state were paid the arrears of the 18 per cent minimum wage.

Responding to some of the issues raised by labour, the Deputy Governor noted, that in line with its policy of promoting efficiency of workers, the present administration has not only reopened the state public service training institute, but also appointed a Director General to oversee it.

According to him, the government has already acquired land to build the permanent site of the institute, adding that work on the project would commence soon.

In a joint address, the state councils of the Nigeria Labour Congress and Trade Union Congress expressed appreciation to Governor Dickson for commencing payment of the N18,000 minimum wage arrears and pension gratuities to retirees.

Delivering the address, which captured the theme of this year’s May Day celebration as, “ Building Enduring Peace and Unity: Panacea for Sustainable National Development”, the state NLC Chairman, Mrs Ebiuwou Koku-Obiyai also lauded government over the construction of modern school infrastructure in all parts of the state.

The two umbrella workers’ unions, however, appealed to the state government to implement the 22 per cent consolidated salary for media workers allowances with arrears from July, 2012 to March, 2013 and the release of the operational vehicle already approved for the state-owned Niger Delta Television.

While requesting government to issue a standing order to pay N250 million as monthly contribution into the Pension Fund Account, the Congresses, also called for a further reduction of the Personal Income Tax Act (PITA) by 50 per cent to ameliorate the financial stress on civil servants in the state.

The Bayelsa State Government has announced a total of N7.3 billion as the balance of funds available to it as at the end of March, 2014.

Governor Seriake Dickson, who made the disclosure during his administration’s transparency initiative press briefing in Yenagoa, said the state government had a gross inflow of N16.4 billion for the month from the Federation Accounts Allocation Committee, (FAAC).

This amount, according to him, comprises statutory allocation of N2.9 billion, derivation N11.4 billion, SURE-P N1.2 billion, VAT N643 million and NNPC refund N233 million.

He said FAAC deductions included the bond servicing of N1.2 billion, foreign loans to the state N20.3 million, refund of over payments N187.8 million and payment of arrears of derivation to Bayelsa State EA Oil field came to N170.3 million and others amounting to N2.3 billion resulting in a net inflow of N14.06 billion.

The Bayelsa State Governor also announced N4.1 billion as funds from other sources, while internally generated revenue (IGR) receipts for the month of February stood at N825 million, bringing the total funds available to N18.9 billion.

On the expenditure profile, the Governor posted a total of N11.6 billion, which comprises bank loan repayments of approximately N4.8 billion, civil servants’ salaries N3.9 billion, while that of political appointees gulped N448 million.

Other expenses for last month included monthly overhead payments N1.2 billion, monthly standing approvals N343 million, gratuity payments N250 million, FIRS deductions N200 million, while a total of N126 million was used in paying the N18, 000 minimum wage arrears.

Governor Dickson, who also briefed the gathering on the financial position of the state for the month of February, added that actual recurrent and capital payments including transfers for March cumulatively stood at N8.5 billion.

Commenting on the bond deductions and other inherited liabilities, he said his administration decided not to repudiate the debts to protect the corporate integrity of the state.

According to him, “There is nothing wrong about the state taking a bond to finance development projects. The issues majority of Bayelsans had been with the management of the bond and not with the fact that bond was taken.

“Most state governments (even now) take bonds, because it gives you time to finance long-term projects instead of going for short-term borrowing and be paying cut-throat interest rates. But the problem was that the bond was not used for the jobs it was meant for.

“But we are a state; and a legitimate government took those decisions and we can’t come and then say the Governor is no more, so we are not liable, which a lot of people actually wanted. But, I said that was not honourable enough. So, we are servicing it.

8 NEW COMMISSIONERS TAKE OATH IN BAYELSA, CHARGED TO WORK FOR THE DEVELOPMENT AND UNITY OF THE STATE

The Governor of Bayelsa State, Seriake Dickson has sworn-in eight new commissioners and announced the re-organisation of some of the ministries to reinvigorate the machinery of government to deliver on its mandate to the people of the state.

The new Commissioners are Barrister Kemasuode Wodu- Attorney-General and Commissioner of Justice, Dr. Ayibatonye Owei-Health, Barrister Kemela Okara – Trade, Industry and Investment and Barrister Iniruo Wills-Environment.

Others are Chief Martin Agbede for the newly created Ministry of Community Development and Chieftaincy Affairs, Hon. Inditimi Komonibo for Science, Technology and Manpower Development, Chief Jim Ogbolo Partner-Edward for the new Ministry of Power and Hon. Ebikitin Diongoli for Sports Development.

The Bayelsa State Governor also approved the redeployment of the former Sports Development Commissioner, Chief Mitema Obordor to the new Ministry of Local Government Administration, while Barrister Francis Ikio heads the Ministry of Mineral Resources, which was out of the former Ministry of Energy.

Governor Dickson made the announcement, while swearing-in the eight newly appointed Commissioners Friday, at the Executive Council Chambers of Government House in Yenagoa.

The Governor, who announced the scrapping of the Ministry of Capital City Development, directed the transfer of the functions of the Ministry to the Capital City Development Authority, CCDA, adding that ongoing projects in the Ministry would be handled by the Ministry of Special projects in the Governor’s office.

The Ministry of Energy has also been split into the Ministries of Power and Mineral Resources, while the Ministry of Local Government was split into the Ministries of Community Development and Chieftaincy Affairs and Local Government Administration.

His remarks said “Today marks a very important turning point in the restoration government, as it is the mid-term of the administration”

Governor Dickson noted that all the appointees were eminently qualified, congratulating them for their well deserved appointments.

According to the Governor “ You have been called to serve; do your best in your capacity. You are coming in at a critical time of the administration of this government, as policies and programmes have been laid”

Governor Dickson enjoined all the appointees to work for the development and unity of the state, urging them to sell the policies and programmes of the government to the people.

DICKSON CALLS FOR UNITY AMONG ETHNIC NATIONALITIES, TRACES HIS BIOLOGICAL ROOT TO IJEBU ODE

Ijebu Ode, Ogun State at the weekend went agog as the Bayelsa State Governor; Hon. Seriake Dickson re-connected with his kith and kin in Fidipote ruling house and expressed his readiness to strengthening the bond of relationship between the two states.

Accompanied by members of immediate family and top government functionaries, the Governor during his historic visit to the Awujale and Paramount ruler of Ijebu land, Oba (Dr.) Sikiru Kayode Adetona assured the people that, his administration would work with them to promote unity, peace and harmony, not only in the Niger Delta area, but also the country as a whole.

The Governor stated that the people of Ijebu land and Bayelsa state have many things in common, especially in the areas of commerce and hospitality, adding that these two areas would be explored to strengthen this bond of relationship.

In his words: “it is our desire to continue to associate with you and with this land. It is our desire to connect properly in every way possible with our kith and kin here in Ijebu Ode and contribute our bit to the development of this great and blessed land and also to work with you to promote and deepen the bond of fraternity in this country and build upon the unity of our people.

“As our case and several other cases clearly illustrates, we are indeed one people united by history, culture and by blood as my case demonstrates.

“We have come all the way from the creeks of the Niger Delta to the heartland of the Yoruba nation in Ijebu land here; we are indeed one people. It is our intention to continue to work and partner with you and others to see how we can work to make not only the Niger Delta, but Nigeria as a whole to be one place where people live in unity, peace and harmony”

Describing the visit as a historic one for him and his family members, the Governor expressed his desire to re-connect with his kith and kin with a view to retracing his lineage and strengthen family ties in Ijebu land.

The Governor, who expressed appreciation to Oba Adetona and the people of Ijebu land for the warm reception accorded him and his entourage, congratulated the Oba on his 80 th birthday

Governor Dickson also acknowledged the significant contributions of Oba Adetona to Ijebu land and the Country at large, noting that the monarch has conducted himself as a man of honour and promoted the customs and traditions of the kingdom.

In his remarks, the Awujale and Paramount ruler of Ijebu land, Oba Sikiru Adetona expressed delight over the visit of Governor Dickson describing it as a homecoming.

According to Oba Adetona, the maternity of a child is never contestable, which demonstrates Governor Dickson’s visit to Ijebu land to fraternize with his kith and kin.

He also likened the Governor’s visit to the prodigal son in the scriptures, assuring that they would continue to pray for him to succeed in al his endeavours.

“I can assure you of the very best of our cooperation. It is our pleasure to have you in our midst here. It is an occasion that we have been looking forward to, to receive back home as one of our illustrious sons.”

Oba Adetona, who lauded the Governor as an illustrious son, remarked that success was one of the attributes of the Ijebu people, stating that Governor Dickson has demonstrated that trait as a true Ijebu man and they would support him in prayers to attain higher positions.

Highpoint of the occasion was Governor Dickson’s visit to his homestead in Ijebu Ode, where special prayers were offered for him and his family members.

Also Oba Adetona donated a piece of land to Governor Dickson to develop to further establish his relationship with his roots.

The Governor on his part promised to name the building after his great grand mother, Princess Adebukola Fidipote, whom he described as a selfless and hardworking woman.

GOV DICKSON RELEASES ADDITIONAL N300M FOR PAYMENT OF PENSIONERS; PAYMENT TO COMMENCE NEXT WEEK

The Bayelsa State Government has released the sum of N300 million for payment of gratuity to retirees, which will commence next week.

The Head of Service, Sir Fraser Okuoru announced this shortly after the 37 th session of the State Executive Council on Thursday, in Yenagoa.

Sir Fraser, who recalled that the government had previously paid N1.5 billion to pensioners said the recent release of funds had brought the total amount to N1.8 billion.

He appealed to pensioners in the state, especially the junior cadre to exercise some patience, noting that in due course they would be paid their entitlements.

The Commissioner for Education, Chief Salo Adikumo, also disclosed that, the sum of N55 million had been disbursed for the procurement of practical science materials for both Junior and senior Secondary Schools for the forthcoming WAEC and NECO examinations in April this year.

Chief Adikumo, also expressed displeasure over the collection of examination fees by Principals of secondary schools, warning those involved in the practice to desist forthwith or be shown the way out, noting that reports reaching government indicated that some schools in the local government areas still collect WAEC and NECO registration fees.

In his words, “I have heard reports severally that some principals in some of the local government areas still collect WAEC and NECO fees.”

According to him, as a result of the importance government attaches to education, it has paid N312 million for WAEC and NECO fees for Bayelsa State students.

Consequently, the Education boss invited the principals of three Secondary schools to his office tomorrow (Friday) by 10 am.

They are, Community Secondary Schools Opuama, Eniwari and Ekowe, all in Southern Ijaw Local Government Area.

In a related development, The Commissioner for Special Duties, Bayelsa - East Senatorial District, Chief Walter Kuroghefa-Ben-Wari, also noted that the Executive Council resolved and mandated the three senatorial commissioners to investigate cases of illegal collection of examination fees by school principals in the state.

Earlier, the Commissioner for Information and Orientation, Deacon Markson Fefegha, expressed the intention of government to reposition the education sector by overhauling the primary and secondary school systems in the state.

FACT FINDING VISIT TO STATE VARSITY; DICKSON DIRECTS INSTITUTION TO EXPLORE ALTERNATIVE SOURCES OF REVENUE, AWARDS N6.1B CONTRACTS

Bayelsa State Governor, Hon. Seriake Dickson at the weekend approved the award of N6.1billion contracts at the State owned Niger Delta University, Wilberforce Island and charged the Institution on alternative sources of revenue, noting that it’s over N6billion annual recurrent expenditure is not sustainable.The Governor also disclosed that payment of bursary allowances would commence by June this year, attributing the delay to scholarship awards to post graduate students.

Speaking during his fact finding visit aimed at having first hand information about the challenges and prospects of the institution, the Governor stressed the need for the institution to prioritize its needs.He also tasked the NDU officials to explore the frontiers of knowledge by developing a robust consultancy department as one of the options of revenue generation to make the university financially autonomous.

Describing education, as the “most compelling need of the State, Governor Dickson said the award of N6 billion worth of contracts for the execution of capital projects in the next two months” was to enhance educational advancement of the NDU, describing the contract as “the single most-biggest investment that has been made in so many years.”Underscoring the need for the downward review of the institution’s recurrent expenditure of N500m monthly, the Governor noted that the inspection of projects and facilities at the university has given him an insight into the challenges and prospects of the educational facility.

According to him, “This University is the only state-owned university that has a recurrent expenditure that is higher than any other state university. Available records show that your Government spends close to N500 million every month on payment of salaries and sundry entitlements. Now, I have told your Vice Chancellor and the Governing Council that that is not sustainable.“What is the students population for which the State Government is spending N6 billion every year, that is outside investments on infrastructure.

I am aware that the responsibility entrusted on me at this point in our history to bring about restoration means that we must take decisions that are right and fair even when they are sometimes unpleasant.“I like to appeal to your sense of commitment and patriotism on this journey. I am charging the university authorities working with our team to re-order your priorities, so that we can have some funds for capital development, because we want this university to be one of the best in Nigeria and the world.”

Soliciting the cooperation of members of the NDU to take the university to the next level, the Governor said education was the topmost priority of his administration beyond infrastructural development as any investment made in manpower development was an enduring one.

On encroachment on the university’s land, he advised private developers to steer clear of the area, noting that those who have already encroached would be evicted.He however directed the university’s officials to liaise with Government’s team to ensure the acquisition of completed structures and compensation paid to the owners.

Also speaking, the Vice Chancellor, Prof. Humphrey Ogoni, said the university was embarking on some projects geared towards generating revenue, which include; water project, consultancy services, livestock farming among others.

BAYELSA GOVT DOLES OUT N312M FOR WAEC/ NECO FEES, WARNS PRINCIPALS AND HEAD TEACHERS AGAINST ILLEGAL COLLECTIONS

Bayelsa State Government on Wednesday doled out N312 Million for the payment of this year’s WAEC and NECO fees for students sitting for both examinations in the State.

Presenting the financial instrument to the Commissioner for Education, Chief Salo Adikumo during the State Executive Council meeting at Government House, Yenagoa, Governor Seriake Dickson said the gesture was in pursuance of his administration’s free and compulsory education policy.

Governor Dickson, who disclosed that about N10 billion has so far been expended to execute the policy and various scholarship schemes, warned principals and teachers to shun extortion of any kind, as government would not hesitate to deal decisively with those who flout its orders.

“Let me warn all headmasters and principals that if we receive any complaint that (with all these) you are still asking parents or guardians to contribute money in whatever form or guise in connection with NECO and WAEC payment, we will consider that as extortion and will deal with it appropriately.

“Let me also remind the schools board of their responsibility to monitor principals and headmasters because this is a State where we are providing everything for our pupils and students. We even spend money for the printing of certificates. Before, parents were paying money for certificates but now we approve money to enable the ministry print certificates,” he said.

According to the Governor, about N5 billion was spent on scholarship programmes for students studying within and outside the country while expenditure for procurement of free textbooks gulped N1.3 billion.

He said N610 million had so far been spent on the payment of WAEC and NECO fees, including the procurement of science equipment for both examinations.

He explained that, N500 million have been spent on the provision of free school uniforms, N24 million for exercise books while N22 million was used to procure dual sitting desks.

Hon. Dickson reminded Bayelsans of the need to contribute towards the development of the State by performing their civic responsibilities such as payment of taxes as and when due.

His words, “I can’t remember any State Government that has spent this amount of money on education. That is why we want our people to heed our call for understanding and support to fulfil their own part of the bargain by paying their taxes as and when due in all forms. We have done our own bit and that is why we are calling on them to do theirs. But this is a State where people judge performance of a Government by how much money officials of Government give out to them. It doesn’t matter to them whether you have taken all their children out and they are now in London and the US studying”.

Giving a run-down of the agenda for the meeting, the Governor who asked heads of ministerial departments and agencies to brief council on their activities, said his administration would pay the desired attention to economic empowerment of the people in the current fiscal year.

“In the past two years, you know we’ve been addressing infrastructural deficit. But from this year forward we are going to also look at empowerment of our people; how we can involve them more in the economy and create a more robust and participatory economy. And these are the State agencies that are involved in that aspect. So, I thought we should interact with them briefly and let them tell us what they understand of their mandate and what support they need from us”.

Bayelsa State Governor, Hon. Henry seriake Dickson says, his administration settled for the Shehu of Borno, Alhaji Abubarkar Ibn Umar Garbai El-Kanemi as chancellor of the State owned Niger Delta University, because of his long and impressive academic, moral and political profiles as well as the need to build bridges of unity among the different sections of the country.

Governor Dickson, who stated this, while presenting the letter of appointment to the Shehu of Borno at a brief ceremony in Abuja, urged some sections of the country and some highly placed politicians fanning the embers of ethnic and religious disunity to retrace their steps and do things that would foster unity.

Represented by the Secretary to the State Government, Professor Edmond Allison-Oguru, the Bayelsa State Governor traced the history of the alliance between the north and the south to the first republic and how the people of Bayelsa have always built bridges instead of walls in a bid to foster the unity of the nation and integration. He also brought to the fore, the fact that the alliance is not just an act of coincidence as the Niger Delta region produced the first Chancellor of University of Maiduguri, Late Prof. Essien Udom The Governor stated that, it was only natural for both regions to continue their symbiotic political relationship, which has been mutually beneficial to all.

He however noted with regret that, but for the security situation in the north-east, the ceremony would have held in the comfort of the Shehu's palace.

The Bayelsa State Chief Executive used the occasion to task political and religious leaders in the north on the need to address the security problems in the zone.

In his acceptance speech, the Shehu thanked the Governor for the honour, describing the Niger Delta University as the university of the future, adding that, he will strive to justify the confidence reposed in him by the Government and people of Bayelsa State in particular and the South-South region in general.

He emphasized his vision for the growth and development of the NDU to a world class university as he canvassed the cooperation and support of all stakeholders.

Also speaking, a former Director-General of the National Institute of Policy and Strategic Studies (NIPSS), Prof. Muhammed Nur Alkali noted that universities were passing through very difficult times, adding that, ongoing reforms in the educational sector would help universities play bigger roles in nation building.

"Our universities must play greater roles in building bridges. This is a major role we all have to pursue. It is important we stand in solidarity for the success of the university system," said Alkali.

Governor Seriake Dickson has given automatic employment to six casual veterinary doctors of the Bayelsa State Veterinary Clinic at Edepie in the State capital. Governor Dickson, who announced this, while commissioning the Ultra modern veterinary clinic at the school to land premises along Imiringi road, Edepie, Yenagoa, stated that, Government would continue to invest in agriculture until the State becomes number in the sector.

He stated that, concerted efforts were being made to put a standard abattoir in place, stressing that, when it is completed along with other facilities, no animal will be allowed into the State without being properly examined before it is slaughtered for consumption. Governor Dickson described agriculture as the tripod of his administration, adding that it will create employment and provide food for the teeming population of Bayelsans.

According to him, it will also increase the Gross Domestic product of the state and improve its internally generated revenue profile as well. The Governor, who expressed satisfaction with the rice mill and other facilities already installed at the farm, promised to visit the farm site on a more regular basis and ensure that boys and girls of the state are meaningfully engaged. He disclosed that the school of agriculture that is underway is to provide manpower for the various agriculture projects and facilities being put in place at the school to land farm.

In his remarks, the Commissioner for agriculture, Dr. Thomas Commander disclosed that the Veterinary Clinic is the first to be built in the state, noting that the facility and the equipment are of high standard. The Governor was also conducted round the different sections of the clinic which include Vet shop/Vet Pharmacy, examination room and laboratory. He also inspected the poultry farm with 15,000 broilers and directed that the capacity be increased to 30,000, promising to make N60 million available for the completion of the project.

As the Restoration Government marks its mid-term anniversary, Governor Seriake Dickson has been receiving accolades from eminent personalities both within and outside the country, including the former Governor of kano State, Mallam Ibrahim Shekarau.

Assessing the 2 years score card of Governor Dickson in the state, Mallam Shekarau scored the administration high based on the United Nations and World Bank’s 6 characteristics of development.

According to the former governor, Governor Dickson has excelled in all the criteria, which are, accountability, political stability, effectiveness of government, regulatory control, rule of law and control of corruption.

Commenting on the transparency initiative of the State Government, Alhaji Shekarau said, “ I honestly do not have enough words to say how happy I am to congratulate the Governor, his deputy and other members of his team for institutionalizing this culture of speaking out how much money comes in and how it is spent.

“I am impressed and I want to join all other well wishers of Bayelsa to thank God and pray hard for many more Dicksons to come.

Also appraising the Governor, Senator Heineken Lokpobiri representing Bayelsa West Senatorial District and who spoke on behalf of the Bayelsa Caucus in the National Assembly, noted that Governor Dickson’s stint in the National assembly has sharpened his leadership skills and enhanced his revolutionary achievements within the short period and has equally proved skeptics wrong.

Senator Lokpobiri was of the view that given Governor Dickson’s developmental strides in just 2 years and what he stands to achieve in the remaining part of his present tenure would serve as his campaign weapon. “I want to congratulate you for what you are doing here in the state. And I believe that even your worst enemy will agree that you are doing excellently well.

“We have always had abiding confidence in you as members of the National Assembly, we decided to agree that you should come back home so that Nigerians will get to appreciate what the National Assembly can make of anybody. You were there for 5 years and that has improved your mental and leadership capacity which you are exhibiting.”

Applauding the Governor’s leadership style of inclusiveness, he called for synergy between the State Government and members of the National Assembly from the state to make appropriations that would attract development from the Federal Government as well as avoid duplication in project execution.

Senator Lokpobiri therefore urged the people of the state to support the present administration to record what he described as ‘more success stories’ rather than distracting him.

Governor Seriake Dickson of Bayelsa State on Saturday, offered automatic employment to best graduating students of the Bayelsa State College of Arts and Science, (BYCAS), Elebele.

The students excelled in various areas of ICT such as computer hardware maintenance, electrical installation, computer application as well as database management and administration.

The Governor made the offer to 10 of the best graduating students while commissioning the College, which coincided with its maiden Graduation and Matriculation ceremony.

Governor Dickson who was impressed with the students’ outstanding performance directed that 6 of the best graduating students be deployed to Government House, Yenagoa to demonstrate their skills in Information and Communication Technology.

He also directed the Ministry of Education to ensure immediate absorption of the graduates to teach in schools, as there were job openings for teachers in all primary and secondary schools in the state.

Congratulating the 250 graduating students, Governor Dickson urged the Rector of BYCAS, Dr. Jeremiah Yabefa to raise the standard of education higher in conduct, values and academics, underscoring the importance of ICT in today’s knowledge driven and competitive economy.

The Governor said it was heartwarming to note that the implementation of his administration’s educational policy in the re-establishment of the college had yielded positive results 5 years after the scrapping of the institution.

He took an inspection tour of the Computer Application and Network Engineering Laboratories.

Governor Dickson who was accompanied by the Rwandan High Commissioner to Nigeria, Ambassador Joseph Habineza and Minister of Culture and Tourism, Chief Edem Duke was received at the College by his deputy, Retired Rear Admiral Gboribiogha John Jonah, Speaker of the State Assembly, Rt. Hon. Benson Konbowei, Commissioner of Education, Mr. Salo Adikumo and other top government officials.

The Governor also inspected the School of Tourism and Hospitality Management, one of the projects earmarked, where he expressed satisfaction with the facilities on ground.

He directed the Commissioner for Tourism Development, Mr. Nelson Belief and the authorities of the Institution to urgently work out modalities for the take off of the school within the first half this year.

GOV DICKSON ASSENTS TO 3 NEW BILLS TO CREATE INSTITUTIONS FOR EFFECTIVE GOVERNANCE OF BAYELSA STATE

Land and property owners in Bayelsa State would soon pay appropriate levies in line with the administration’s tax policies geared towards improving the revenue base of the state.

Governor Seriake Dickson announced this while signing 3 bills into law at a special edition of the administration’s monthly Transparency Briefing marking the second anniversary of the government.

The new laws are, Bayelsa State Investment Promotion, Bureau for Development Cooperative and Bayelsa Anti Corruption Amendment, which brings the total number of laws to 37 aimed at creating institutions for effective governance of progress of the state.

Tax Identification Numbers (TIN), were also issued to Governor Dickson and his deputy, Retired Rear Admiral Gboribiogha John Jonah.

On the Property Tax, Governor Dickson explained that the essence of Government’s tax policies was to create wealth and a sustainable economy that is not dependent on revenue from oil and gas.

He expressed Government’s determination to make Bayelsa self-sustaining particularly in the payment of salaries without relying on proceeds from the Federal Allocation, stressing that in due course the people would stand to benefit from Government’s diversification programme.

The Governor, who also commissioned the offices of the State Geographic Information System Agency, explained that, the Bayelsa Geographic Information System, BGIS is a one-stop shop for handling all title matters, which will go a long way in protecting the people’s investments in land and other valuable property, noting that, land is the foundation of all development.

“With the BGIS Law in place, you have to be prepared to pay property tax. BGIS is one stop shop for all title matters. Every land transaction must be consummated within 60 days.

In another development, Governor Dickson launched the registration of Tax Identification Number, (TIN) as part of efforts of government’s revolutionary revenue drive.

Noting that experts were working on the law that would harmonize all revenue legislations in the state, with the aim of ensuring that taxable persons were captured both in the formal and informal sectors.

Acknowledging the challenges in the informal sector, the Governor directed that inter-ministerial teams work together to ensure that all taxable adults in the state were captured for tax purposes to aid development.

“Our teams are working on the law that will harmonize all revenue legislations in the state with the intention of ensuring that every person that is taxable in this state is captured. For the formal sector, we have done a lot but for the informal sector, we know that the challenges are there”

He therefore solicited the cooperation of all as the success of the administration depended largely on the support from the people.

Giving some insight into the tax identification number, Executive Chairman of the state Internal Revenue Board, Mr. Godson Torukuru said the scheme was a collaborative effort between the state and federal governments to shore up the Internally Generated Revenue, IGR.

He also highlighted the benefits accruable from the tax identification initiative which include, access to free medical services for some categories of persons, obtaining Government contracts, driving license, international passports and will aid the processing of land documents among others.

In his contribution, the Special Adviser to the Governor on Treasury and Accounts, Mr. Timipre Seipulo, said the total IGR has improved as it increased from N4 billion to N10 billion within last year.

Bayelsa State Government says the issuance of Certificate of Occupancy, C of O, will go a long way in resolving land disputes as well as engender wealth creation for land owners with the establishment of the Bayelsa Geographical Information System, (BGIS).

Governor Seriake Dickson gave the indication while signing some C of Os at the monthly transparency briefing to mark his mid-term anniversary in office.

According to the Governor, as part of activities to celebrate the second year of the Restoration Government, he decided to put in place a mechanism for the verification of land titles to enable the people become major players in the economy as landed property would become marketable.

“I also signed in your presence, certificates of occupancy pursuant to the law that we proposed to the Bayelsa State House of Assembly with the promulgation of the Bayelsa Geographical Information System Law.

“Among the factors of production, land is probably the foundation of all development. If we free up most of the titles we have and give verifiable and reliable certification of those titles, that by itself is empowerment because we would have made it possible for persons to trade with their titles.”

He noted that, one of the challenges that had bedeviled the State was the classification of wealth in view of the absence of reliable certification to land, stressing the need for Government to take pragmatic steps to create wealth and a sustainable economy as land was the foundation of all development. That is one of the reasons why we are not as involved as we ought to be in our local economy.

“That is why you cannot have small and medium scale businessmen and women because you cannot transact with your titles; meanwhile if you go to our communities, or even in Yenagoa almost everybody has land but they can not trade with it since there is no proof of ownership.”

Consequently, Governor Dickson said investment teams have been directed to work out the details with which he would interact with financial institutions to streamline the empowerment programme Government intends to run.

He also urged the teams to liaise with its counterparts at the federal level with the aim of keying into the recently launched Federal Government’s mortgage re-finance initiative as well as look into the possibility of establishing a mortgage institution in the State.

In his remarks, the Commissioner for Lands and Survey, Mr Furoebi Akene highlighted some of the features of the new C of O which he noted, is electronically produced and the issuance of the C of O from the date of application, if all the requirements are met, is within 2 weeks.

Governor Seriake Dickson of Bayelsa State has said he would continue to run an open and all inclusive Government to attract greater stability and development to the State.

Hon. Dickson who spoke at a special thanksgiving service to round off his administration’s mid-term anniversary at the King of Glory Chapel, Government House in Yenagoa, expressed gratitude to God and Bayelsans for the progress made so far. He reiterated his belief in the supremacy of God in the affairs of men and attributed the administration’s achievements in the last two years to Divine grace and effective cooperation between the Government and people of the state.

While, thanking the Church and Bayelsans for their support, Governor Dickson urged them not to relent in their prayers for the State and President Goodluck Jonathan. He pledged that Government on its part would make concerted efforts to continue to speed up development in the State and expressed his willingness to work with all well-meaning individuals and organisations. According to the Governor, “this is a time that God has set all the parameters and indices right for us to make giant strides that we need to make, and by the grace of God we are doing that. “There is unprecedented harmony, cooperation, synergy and inclusiveness in the way we now conduct the politics of our State.

Yes, there will be differences in opinion and perspectives; we can’t rule that out. But, so far I want to commend the political elite of this State for the understanding and cooperation they have always shown and extended. I assured them as usual that because we are in Government to serve, it is not difficult bringing everybody together. It is when you are in Government to either witch-hunt people or pursue one selfish agenda or the other that you are scared of people. “In our new Bayelsa, we are looking for all good hands. We don’t even have enough good hands so we are still looking for them.

Whoever has any role to play or good idea to bring to the table to serve the people of our dear State is welcome because the cardinal principle of our Government flowing from my personal conviction about public service is that ‘He serveth God well by serving men well”. Earlier in a sermon the Bishop of Ogbia Diocese of the Anglican Communion, Rt. Reverend James Aye-Oruwori admonished Bayelsans to put their total trust in God from whom alone enduring socio-economic and political success flows.

Bishop Oruwori commended the Governor for creating the existing partnership between Government and Church and urged Christians to rise above fear and always speak the truth. The only lesson of the service which featured special choral renditions and prayers for the State and country in general was read by Governor Seriake Dickson.

Governor Seriake Dickson of Bayelsa State has urged the political class in the country to make service their watchword with a view to making a positive impact in the lives of those they govern.

He also charged the citizenry to contribute meaningfully to the nation’s growth and development by living up to their civic responsibilities, stressing that responsible citizenship carries with it certain obligations.

The Governor was speaking at a dinner/command performance marking his administration’s second anniversary at the banquet hall, Government House in Yenagoa.

The ceremony also featured presentation of productivity merit award to over thirty public sector workers and organizations with the Rwandan High Commissioner to Nigeria, Amb Joseph Habineza in attendance.

Other notable personalities at the occasion include the immediate past Chief of Staff to the President, Chief Mike Ogiadhome, former Governor of Kano State, Mallam Ibrahim Shekarau, wife of the Bayelsa State Governor Rachel, his deputy Rear Admiral Gboribiogha John Jonah (Rtd), foremost poet, Dr Gabriel Okara, former and serving National Assembly members from the state as well as traditional rulers.

According to Hon Dickson, Nigeria will develop faster if leaders and citizens alike appreciate its diversity as an asset and make collective efforts at fighting against the challenges confronting the country.

While, underscoring the importance of national unity, the Governor took a swipe on politicians and political parties that are fanning the embers of strife and disintegration.

He noted that despite the premeditated attacks on the Peoples Democratic Party-led federal government by forces who do not mean well for the country, the party remains resolute in its determination to move the nation forward and promote national integration and stability.

Alluding to the current spate of defections in the nation’s polity, the Bayelsa State Governor said, “The other party inherited some toxic assets but our party, Africa’s largest and the only truly national party in Nigeria stands for national integration and stability of our dear country.

“The people that have come to join us are true assets. People like Their Excellencies Ibrahim shekarau, Atahiru Bafarawa, my good friend Dele Belgore and other well-meaning Nigerians who have come to join us in the PDP. We believe that our platform is not built on the faultlines of our country. Whether those faultlines are ethnicity, religion or class, our platform is for all Nigerians. And I want to thank all other worthy leaders who have taken the right step.

Continuing, he maintained that, “responsible citizenship carries with it an obligation to contribute to the general wellbeing. I also believe that those of us who have an opportunity to serve truly have the opportunity to serve not just man but God Himself from whom authority over human beings flows. We must not fail to remember that we are in service to make a difference.”

On his performance, the Governor noted that the present administration has made appreciable progress in critical sectors of education, infrastructure and security in the last two years even as he identified human capacity development as the greatest challenge of the state.

He however stated that, appropriate measures were being put in place to address the problem as no society, according to him, can have a sustainable future that is not anchored on human capital.

Governor Dickson said it was in realization of this fact that his administration swiftly embarked on the building of educational institutions including the schools of agriculture and tourism as well as initiated various scholarship schemes for Bayelsans to study within and outside the country.

His words, “Our investments are not just limited to the roads that you see or the schools that we are building all over. In every Local Government Area, you can count about 25 projects ranging from schools to hospitals not to talk of the major infrastructural turnaround that is evident in the state capital. As we speak, we have over 150 PhD scholars spread across the length and breadth of the world; over 400 are also on scholarship for masters’ degree programmes. In fact, next week the team going to Lincoln University will leave for the United States of America because we have paid all their fees up to date.

He thanked Bayelsans and all friends of the State for their support and assured them of his administration’s commitment to consolidating on the achievements recorded so far, expressing hope that the foundations laid in the past two years would achieve more aggressive sustainable development for the state.

Highpoint of the occasion was the cutting of the anniversary cake and presentations by various artistes and cultural troupes including the state council for arts and culture, and UMOZA from Johannesburg, South Africa.
