2 YEARS IN OFFICE ACHIEVEMENTS OF HON.HENRY SERIAKE DICKSON - SPECIAL PROJECTS

In Focus: Ministry of Special Projects, headed by Hon. Azipbapu Fred Obua,  Honourable commissioner for Special projects

 Projects executed by this ministry are as follows;

 1. TRADITIONAL RULERS COMPLEX
This project was awarded on the 26th Sept 2012, it is an ultramodern 2 story secretariat located in yenagoa for the council of traditional rulers, the project has since been completed and awaiting official commissioning. The complex consist of,

 C. Vice Chairman’s office
 D. Secretary’s office
 E. Memorial Hall
 F. 12 Offices
 G. 250 Auditorium capacity
 H. 3 Large offices
 I. Library/museum,
 J. Security post,

 L. Parking lot


 2. REMODELING OF MODERN POLICE OFFICERS MESS
 This project was awarded on 10th August 2012. It is a modern single story building for the management and senior officers of the Nigerian police in Bayelsa State. located in yenagoa, the project has also been completed and awaiting official commissioning It consist of

 C. 75 capacity restaurant
 D. 200 capacity auditorium
 E. Standard kitchen with cold and dry stores and pantry
 F. Patrons office/ changing rooms
 G. VIP clinic of 15 capacity
 H. Standard gymnasium
 I. Games room
 J. Commissioner of police suites
 K. Dept. Comm. of police suites
 L. 6 chalets
 M. Storage
N. Car park, security house and generator garage



 3. SCHOOL OF TOURISM CATERING AND HOSPITALITY MANAGEMENT
Awarded on the 15th February 2013, Its a 2 story facility that was originally designed as a private hotel, but due to its location and enabling environment for the training of stakeholders in the yet to be explored tourism sector, the structure was acquired from the owner by the state government. Ministry of special projects was mandated to redesign and complete it for the use of the Bayelsa state school of tourism, catering and hospitality management. The project has been completed and awaiting commissioning. It consists of;

B. Accounts department
C. Travelling / planning department
D. Catering department
E. Leisure and Tourism department
F. Rectors office
G. Hotel management department
H. Offices
 I. Classrooms
J. Hostel accommodation for 120 students

 4. REMODELING OF GLORY LAND CULTURAL CENTER
 Awarded on 18th april 2013 The project is now a double volume space with serrated seating arcade and balcony facing as central podium upon which an adjusting stage can be set. It contains state of the art ancillary services and peripheral spaces that are required for the optimum use by the council for arts and culture and other performing groups. Located in Yenagoa, it boasts of adequate parking slots and separate entrance/exit for VIPs. There are also adequate security check points as well as 2 standby generators. This Renovation project has long been completed and put to use.


 5. NEW CREEK HAVEN CLINIC
Awarded on 20th June 2013, the government house clinic was initially designed as a health center to take care of minor illness of workers in govt house. The present administration realized the need to upgrade the facility to a hospital. It’s a story building with the following
A. Ambulance reception
B. Main reception
C. Pharmacy
D. Nurses station
E. Accounts offices
F. 6 wards
G. Standard surgical department with theatre, scrubbing room, recovery room, physiotherapist rooms, changing room and tea room
H. Paediatric department

M. 50 persons conference hall
N. Doctors call rooms
O. Dentist office
P. Chief physician’s office
 Q. Portable water, standby generator and parking space

 6. STATE SECURITY SERVICE QUARTERS
Awarded 6th July 2012, in accordance with his Excellency’s promise to touch all law enforcement agencies, he directed the upgrading of the existing dilapidated structures within the SSS staff residential premises. The project located in Yenagoa was completed within an impressive record time and has since been handed over to the SSS.

 7. GOVERNMENT HOUSE GATES
 Awarded 12th December 2012, it is a modern gate flanked with offices at its wings for the provision of adequate security for incoming and outgoing vehicular and pedestrian traffic. The project is completed and has been put to use

 8. GATEWAY ENTRANCE, EMERGENCY RESPONSE BUILDING, GLORY DRIVE
 Award 6th June 2012, located by Zarama/glory drive junction, Igbogene Mbiama/Yenagoa junction, Delta Patani entrance to Bayelsa state. These security posts are located in order to coordinate the smaller posts and relate with the office of the base commandant Operation doo akpo, Director of SSS, NDLEA, FRSC and JTF. It takes care of traffic from Okolobiri, Sagbama,Odi, Rivers and Delta States. Apart from the security functions, these units possesses some therapeutic relief like the water fountains to dissuade the stress of the tired traveler.

9. BAYELSA STATE SCHOOL OF LANGUAGE
 Awarded 12th December 2012, the Bayelsa state school of languages is a one story luxury building complex designed for the study of Ijaw, Chinese, French and German languages. Located in yenagoa, this project is ongoing and consist of;
A. Reception
B. 3 offices for HOD Languages
C. Refectory
D. 6 classrooms
E. 6 Libraries
F. 6 instructors offices
G. 2 devotion halls

 10. BAYELSA STATE MUSEUM COMPLEX
Awarded 12th December 2012, the Bayelsa state museum is a story building that is presently under construction. It consists of;
A. Elaborate reception
B. Cultural exhibition hall with 2 stores
C. Assembly room
D. Musical exhibition hall
E. Historic artifact centre
F. General exhibition hall
G. Heritage exhibition hall
H. 2 offices
I. 150 capacity auditorium
J. Hall of fame
K. Royal exhibition hall
L. Director general’s office
M. Secretary’s office

 Other projects by this ministry includes

11. Completion of abandoned talented children quarters for the use of fed. University Otuoke

 12. Fencing and landscaping of presidential lodge

13. Renovation of presidential super lodges, government house.
